In the 2020 Meeting for the Directors of the National Public Security Bureau,the Ministry of Public Security minister Zhao Kezhi emphasized to carry out deep practical training activities for the police,strengthen the organizational leadership,innovate carriers and key points,highlight actual combat,practicality and effectiveness,adhere to the principle of strict training and discipline,build long-term troop training and education training systems in line with the requirements of actual combat and improve the professional quality and practical ability of the police.It is necessary to strengthen the construction on the professionalism of police and improve their quality and combat effectiveness in an all-round way according to the requirements of the public security work of the new era in the background of deepening the reform of public security in an all-round way.As an important means to improve the professional ability of police,training plays a direct role in the improvement of the ability of police.The police recruit training is essential for new police.It can activate the organizational vitality and innovation power of the public security team and lay a solid foundation for new police to adapt themselves to the police work quickly.Not only is the assessment on the effect of the police recruit training conductive to testing the learning achievements of new police,but also creating good conditions for training transfer.However,there is less academic research on the assessment index system for the police recruit training effect at present.Therefore,the research is focused on the police education and training field which is of great significance for the public security organs.It is attempted to build a set of operable assessment index systems for the police training effect,so as to provide reference for the evaluation of police recruit training.In the research,theoretical research is combined with empirical research to study the construction on the assessment index system for the police recruit training effect deeply.The training assessment model for the public security police as well as the assessment index system for the police recruit training effect is constructed under the theoretical support of Kirkpatrick Model and Training Transfer Theory on the basis of literature review.The system includes four first-level indexes,twelve second-level indexes and thirty-eight third-level indexes.The empirical research is carried out through exploratory factor analysis,confirmatory factor analysis and analytic hierarchy process.The rationality of assessment results and indicators is verified through interviews.The results show that the police recruit training has obvious effects on improving the working ability of new police.There were some problems existing in the police training,such as the intelligence level of training mode is low,the training content is not close to the actual combat,thetraining assessment system is not perfect,and the training effect is not sustainable.On this basis,some corresponding optimization strategy are put forward.For example,pay attention to life care,implement intelligent training mode,strengthen practical skills training,improve training effect evaluation,and create training transfer atmosphere,so as to achieve the goal of comprehensively improving the training effectiveness of police recruit training.
