Study On Grassroots Operations Of Responsive Policing

At the fourth plenary session of the 19 th central committee of the communist party of China(CPC),a new goal of modernization of governance system and governance capacity was put forward.The traditional police concept of "suppression" and "strike" has gradually lost its vitality in the process of regularization and legalization of public security work,while the current police concept of "autonomy" is difficult to sustain due to its high cost and low efficiency.As an important part of the government,the public security organs should follow the direction of the development of the government work,reflect on the current police concept and the shortcomings of the police work,and establish a low cost and high efficiency of the police concept-"responsive" policing."Responsive" policing is a policing concept that aims at maintaining social security and stability,which has a stable,reliable and sustainable development responsiveness and response mechanism,as well as an effective response to the needs of society.Based on the theory of objective management,the theory of governance and good governance,and the theory of police non-growth improvement,the concept has the characteristics of stability,reliability,sustainability and effectiveness.Based on the observation of the successful practice of police reform of Sijiqing police station in Hangzhou,Zhejiang province,which is the urban model of Fengqiao experience,this paper summarizes the general rules of grassroots operation of responsive police by reviewing the process and contents of police reform of Sijiqing police station.Its operation includes four aspects: to establish a responsive policing concept with active response,data-led and fine governance as the core;to construct a responsive police operation mechanism with response trigger mechanism,analysis and judgment mechanism,order dispatch mechanism and evaluation and improvement mechanism as the core;to train and build a responsive police response force with understanding,cracking,execution and mobilization as the core;establishing and maintaining responsive police response dynamics through political,value and emotional identification.In practice,it is found that there may be vicious competition caused by evaluation,insufficient consideration of task assignment basis,and insufficient support of intelligence information,which may lead to the deviation of task target scale.
