A Study On The Regional Anti-terrorist Structure Of Shanghai Cooperation Organization And Its Anti-terrorism Practice

Security Cooperation has always been the core issue of the Shanghai Cooperation Organization,In recent years,with the rampant terrorism,the fight against terrorism has become the top priority of SCO security cooperation.As early as2000,during the period of the "Shanghai Five" mechanism,the President of Kyrgyzstan proposed the establishment of a regional anti-terrorism center,indicating the urgent need for security cooperation among member states.As one of the permanent institutions of the Shanghai Cooperation Organization,the regional anti-terrorist structure is the coordinating and implementing institution for combating terrorism and has achieved fruitful results in the field of anti-terrorism.Since its establishment,the regional anti-terrorism institution have been improving their own construction,and the regional anti-terrorism institution’s council and executive committees have been operating steadily and are maturing day by day.In the counter-terrorism practice,the SCO regional anti-terrorist structure has established a legal system,institutional mechanisms and early warning and action mechanisms for combating terrorism,and has actively set up international cooperation with other security cooperation mechanisms,it provides a legal basis and institutional guarantee for member states to cooperate in combating terrorism.In 2017,the Shanghai Cooperation Organization completed its first enlargement of its membership.With the accession of India and Pakistan,the SCO regional anti-terrorist structure is faced with a more complex external security environment,as well as the weakening of the internal cohesion of the former member states in the political environment,coupled with the original contradictions among the member states,the influence of the forces of the extraterritorial powers,the development of regional anti-terrorist institutions is facing unprecedented challenges.In the face of the new internal and externalenvironment,the SCO regional anti-terrorist structure must constantly strengthen its own security cooperation mechanism and enhance political mutual trust among its member states,only by enhancing internal cohesion and deepening cooperation with other international organizations can we ensure its further development.Due to the positioning of the regional anti-terrorism institution,It has been playing a coordinating role in the fight against terrorism,and their operational capacity in the fight against terrorism is relatively backward.In addition,terrorism is often accompanied by drug smuggling,and regional anti-terrorism institution,as specialized agencies in combating terrorism,do not have the function of combating drug crimes.Therefore,how to realize the transformation of the regional anti-terrorism institution from a coordinating institution to a functional institution,and how to bring the anti-terrorism function into play in all aspects of anti-terrorism,is a topic worthy of further study in the future.In addition,how can China play a role in the regional anti-terrorist structure and better serve the stability of its borders and its peripheral diplomacy,given that China is the leading state of the Shanghai Cooperation Organization and that there are long-term destabilizing factors in its border areas,it is also necessary to continue this research in the future.
