| The crisis of Lianyungang Sino-French nuclear cycle project in 2016 is a typical public security crisis triggered and promoted by public opinion after Lianyungang entered the era of new media.The crisis is triggered by the information released by the We Media,which were decoded,misrepresented and reworked by the We Media,forwarded,inferred and discussed on the Social Media.The turbulent public sentiment eventually turned into a crisis in reality which shocked the world.By using the knowledge of Communication Science and Public Crisis Management,case analysis and comparative analysis,this paper tries to find out the mechanism and the path of public opinion triggering or promoting the ferment and outbreak of public security crisis.From the perspective of witnesses,observers and victims of public security crisis,the author analyses the causes of negligence,successful experience and perplexity of Lianyungang governments at all levels in dealing with public security crisis triggered or promoted by public opinion from 2016 to 2018.This paper puts forward constructive and operable ideas on how to strengthen the analysis and judgment of the movement rules of public opinion field,establish and improve the legal,mechanism guarantee and early warning network technology system,use the folk forces to participate in the guidance and governance of public opinion field,and healing the social emotion.It has great practical significance for the government to have a deep understanding of the ways in which the public participate in social governance through public opinion in the new media era,the influencing mechanism of public opinion field on public security crisis,the creative use of new media technology to improve the efficiency of dealing with public security crisis,and the expansion of participation in social governance. |
