Research On Factors Affecting E-Government Affairs It Outsourcing Service Supervision

With the rapid development of the economy,in order to improve market penetration and increase competitiveness at the beginning of the 1990 s,organizations began to use outsourcing models to control costs,optimize resource allocation,and maximize efficiency.Shanghai Municipal Government Cloud,as the largest information project of the Shanghai Municipal Government in recent years,uses the IT outsourcing service model to promote the transformation of the government’s own closed operation to resource sharing and cross-departmental collaboration.However,at present,the domestic supervision of IT outsourcing model is mainly aimed at ordinary IT outsourcing services,and rarely involves the supervision of government cloud IT outsourcing services,and most of the research on IT outsourcing services at home and abroad focuses on certain aspects,and supervises the government cloud IT outsourcing services.There are not many systematic and comprehensive studies in the study.This paper will take Shanghai Municipal Government Cloud as an example.From the perspective of public management,through empirical analysis,the government cloud outsourcing service supervision research is aimed at finding a way of government supervision outsourcing service in cloud computing environment,avoiding IT outsourcing.The model comprehensive risk factors really help the government to effectively reduce the cost of e-government,improve the efficiency of e-government deployment,and provide decision-making basis and reference for the policy of government departments to develop regulatory outsourcing services..The research ideas of this round are mainly carried out from the following three aspects:1.Based on the theory of IT outsourcing supervision research at home and abroad,and on the basis of transaction cost theory,social exchange theory and principal-agent theory,this paper analyzes and constructs several dimensions that may affect the government’s supervision of IT outsourcing services,and compiles a total of several main dimensions through literature retrieval.A total of 243 valid questionnaires were retrieved from 39 influencing factors of supervision by Shanghai Municipal Cloud-related workers.2.By using SPSS software and factor analysis,it is concluded that four factors based on contract and trust supervision are contract system,commercial credit,legal restraint and competition mechanism.Through the multivariate linear regression analysis of the influencing factors,it is concluded that one factor affecting the way of contract supervision is commercial credit.The three factors that influence trust management are commercial credit,competition mechanism and contract system according to weight.In addition,it is found that the regulatory effect of commercial credit on contract supervision is influenced by the years and third-party standardized evaluation,and the regulatory effect of commercial credit,competition mechanism and contract system on trust management is affected by the years and third-party standardized evaluation.3.Based on the empirical analysis and the current situation of domestic supervision of IT outsourcing services,four countermeasures are put forward to provide reference to government decision-makers,strengthen the maturity of government cloud IT outsourcing service mechanism,improve the normative contract,introduce the evaluation criteria of business reputation,and increase standardization tools.
