With the development of business environment,the level of public service in our country is increasing day by day,but the management difficulty of public service is also increasing,public Service outsourcing is a kind of mechanism innovation which can effectively solve the problems of our government public service management.H City Housing Provident Fund Management Center is a public service provider,according to actual business needs,mainly for the public to provide window services,services outsourcing vigorously,the utility model solves the practical problems of low service efficiency and high cost,and can also meet the higher level demand of the public for window service under the tide of market economy.However,there are still many drawbacks and deficiencies in the current service outsourcing management process,which need to conduct in-depth study to enhance the existing level of service outsourcing management and enhance service efficiency.Based on the current situation of service outsourcing of housing accumulation fund management center in H City,this paper bases on the principal-agent theory,new public management theory and governance theory,by using the methods of literature study,questionnaire and interview,this paper analyzes the problems existing in the service outsourcing management of the Housing Provident Fund Management Center in H City,according to the problems found in the design of H City Housing Provident Fund Management Center Services Outsourcing Management Optimization program,the construction of“One choose three tube one evaluation” as the core,ex-ante in ex-post for the process of management optimization program,a choice: refers to the choice of outsourcing contractors in service outsourcing,for the ex-ante selection of management stage;Three management: refers to the management of rewards and punishments,contract management and supervision in the service outsourcing,for the medium-term management stage,a comment: refers to the service quality evaluation after the service outsourcing management,for the later management stage;And according to the management optimization program proposed cooperative management security,personnel security,capital security three aspects of security measures.
