Research On The Problems And Countermeasures Of Police News Release Under The View Of Responsible Government

In recent years,with the rapidly-changing development of economy,our society has moved into a big changing period.The public has more awareness of using political rights,knowing,participating and supervising the government work.There are also more appeals for acquiring the information and escaping the island of information.With this situation,police should take advantage of news release to positively respond the public expectations,actively fulfill the transformation from traditional government to responsible government and service-providing government,in order to deliver the news fast and genuinely and to form a good interaction with public;therefore,the public can really participate and supervise the government affairs.In this way police can seize the initiative of journalist opinion and commanding point of information.This thesis is based on the point of strengthening the police news release in the perspective of responsible government,detailedly analyzing China and western countries’ current situation on responsible government,news spokesman of government and police news release.It illuminates the importance of improving the police news release for establishing responsible government,and does many researches on current police news spokesman system by means of literature analysis,case study,comparative study,questionnaire survey and interview.The research shows that there still exists many problems on awareness,ability and environment,although it is initially effective on regulating the police news release.To solve these problems,this thesis gives suggestions on optimizing structural establishment,standardizing procedures,improving the professional ability of spokesman and constructing safeguard mechanisms,in the hope of playing a positive role in promoting the process of perfecting the police news release.Basically,the regulation of police news release is not only the important measure of building the responsibility awareness and constructing responsibility mechanism,but also a creative movement under the development of legalization process and awakening of civic awareness.Police should obey the core concept of serving people in order to establish and use news spokesman well,create a good external environment,therefore,support the central work of police affairs effectively.
