An Analysis Of The Predicament And Outlet Of The Role Of Chinese Government News Spokesman

With the robust development of modern economy,China has entered into a key period of transformation.Correspondingly,the diversification of interests and the awareness of democracy has catalyzed social tensions and public crisis.At the same time,the development of internet and information technology has offered new channel for the public to express their opinion.The once hidden opinion has exploded,posing a great challenge to governmental press release.Spokespersons,as the carrier of China’s governmental information disclosure and opinion guidance,the successful fulfillment of their social role and active influence is conducive to the benign interaction among government,media and the public.It is therefore, important to government information disclosure,handling of public relations crisis and communication.Given the limited period of development and the weaknesses of system construction,the positioning and practice of spokesperson has not fully fledged,which has hindered the effectiveness of governmental news releasing.This thesis consists of five parts.The first part introduces the standing point and the significance of this research and the main structure and content, based on review and evaluation of the related literatures both at home and abroad with regards to the regulations of the government spokesperson.The second part takes the social role theory as the analysis framework,and takes the the agenda-setting theory,the “gatekeeper theory” and the right to information theory as the backup theory,to deeply analyze the role orientation of government with the related theories from the perspective of the contingent,and point out that government spokesperson plays the multiple roles of public opinion guider,crisis publicists,information controller and the government information discloser.The third part is to select the government spokesperson of “7.23” Yong-Wen Line as a typical case,to highlight the eatra,inter and intra social roles conflicts of government spokesperson,from the variation of emotional value of the dimensions of the longitudinal time nodes, the transverse public opinion field, the foreign media report and self-recognition,on the basis of analysis of role orientation.And then takes the social role theory as the analysis basis,to dig the deeply reasons of social evironment,system construction, self-ability and so on from macro,meso and micro levels.The forth part mainly makes a pertinent analysis of the role predicament of the government spokesperson from three points of highlighting the role, improving the role norm and upgrading the role behavior. The fifth part is the conclusion.
