Study On The Problems And Countermeasures Of Elevator Safety Supervision In Huai'an County

As an essential basic mechanical and electrical equipment for social production and public life,elevator is "the first step out,the last journey home".However,as a kind of mechanical and electrical equipment,there are certain risks in the operation process,so it is necessary to carry out comprehensive and effective safety supervision.In recent years,with Huai'an City becoming one of the important central cities in Northern Jiangsu Province,Huai'an County,as the core area,has witnessed rapid economic and social development,and the number of elevators has been increasing rapidly.At the same time,the government departments with the function of elevator safety supervision have been looking for a more suitable supervision mode.How to rationalize the operation system,improve the supervision efficiency,and better ensure the safe operation of the elevator is a problem in front of the supervision departments.On the basis of summarizing the research results of elevator safety management at home and abroad,this paper takes Huai'an District of Huai'an city where the author is located as the empirical research object,and comprehensively analyzes the current situation of elevator safety supervision in Huai'an district from the following aspects:the applicable laws and regulations system of elevator safety supervision,the subject and object of elevator safety supervision,the way and effect of elevator safety supervision,This paper points out that in the process of elevator safety supervision in Huai'an District,there are some problems,such as the difficulty of removing elevator trouble,the inadequate implementation of the main responsibility of elevator safety,the failure to effectively carry out collaborative governance,and the insufficient performance of elevator supervision.The main reasons for these problems are: the supporting laws and regulations are not perfect,the administrative law enforcement is not enough,the regulatory body positioning deviation and the elevator safety supervision means innovation is not enough.Based on the theory of synergetic governance,this paper tries to strengthen the construction of elevator safety supervision system in Huai'an district from several aspects,such as deepening the reform of system and mechanism,strengthening the rule of elevator by law,building an efficient team of supervisors and innovating the supervision concept.Give full play to the internal and external synergies of the system,achieve complementary advantages,effectively promote the sustainable development of the elevator safety supervision in Huai'an District,and effectively improve the supervision effect.The countermeasures and suggestions put forward in this paper can improve the current situation of elevator safety supervision in Huai'an district to a certain extent.On the other hand,other counties and regions can also absorb and draw lessons from their own development status and regulatory practice needs to help improve the local elevator safety supervision.Especially after the reform of market supervision institutions at the national level is completed in 2018,how to balance the contradiction between the numerous regulatory functions and the limited regulatory human resources is a gap in front of the supervision departments,especially the grass-roots supervision departments.This paper puts forward the following aspects:optimizing the personnel structure,restructuring the supervision process,etc Some suggestions are believed to provide some useful reference for other grass-roots regulatory departments.
