Research On The Optimization Of The Military Care And Resettlement System From The Perspective Of Urban And Rural Coordination

The urban-rural coordinated preferential treatment and resettlement system for military personnel plays an important role in mobilizing young people of the right age to join the army,stabilizing the active military contingent,and improving the military's social security system.At present,Chinese central and local governments have promulgated the policy of coordinating urban and rural soldiers 'preferential treatment resettlement projects,and are committed to coordinating urban and rural soldiers' preferential treatment and resettlement treatment.From the perspective of urban-rural coordination,this article studies the implementation of military-assisted resettlement for military personnel in 31 provinces,municipalities,and autonomous regions in China.It is considered that the current urban-rural coordinated military-assistance resettlement system in China needs to be improved and optimized.On this basis,analyzing the predicaments and reasons in the process of resettlement of military personnel in urban and rural areas and proposing optimization countermeasures are of great significance for safeguarding the legitimate rights and interests of military personnel,promoting the development of coordinated development of military personnel preferential treatment and the overall development of social security system.In this paper,when studying the status of urban and rural coordinated resettlement for military personnel,it is found that there are still significant urban and rural differences in the current urban and rural military personnel preferential resettlement system in terms of policies,treatment standards and service levels.In the process of urban-rural co-ordination,military personnel's preferential treatment resettlement also faces the dilemma of local funding shortage,low level of policy coordination,inadequate policy implementation,and low policy popularity.The main reasons are the imbalance between the central and local responsibilities,insufficient overall government investment,low local government capacity,insufficient rigidity of policies and regulations,and poor publicity of local policies.Furthermore,this article analyzes and draws lessons from the experience of foreign soldiers' preferential treatment and resettlement,and proposes an optimized path for the military and pensions coordinated resettlement system of urban and rural areas.First,the principles of the system should be clarified,and the principles of urban-rural co-ordination,provincial co-ordination,system co-ordination,and classification co-ordination should be followed.Secondly,it is necessary to standardize the institutional arrangements,strengthen the constraints of legalization,realize the unification of system regulations,and strengthen the coordination and cooperation between departments.Thirdly,the implementation of the system should be strengthened,the behavior of local governments should be standardized,and the responsibility sharing method of preferential treatment and resettlement should be improved.Finally,it is necessary to provide supporting guarantees to assist veterans in need in rural areas,provide preferential care services covering urban and rural areas,and support the participation of multiple forces.On the whole,it is still a long way to go to achieve the urban-rural co-ordination of the military preferential treatment and resettlement system in China.However,we believe that Chinese policies and regulations,practical experience and economic environment can provide support for the optimization and improvement of the system.The future can be expected.
