Rural Minimum Living Security (RMLS) is the "last safety net" for poor rural resident. It's well known as the "stabilizer" and "shock absorber". The RMLS has already set up in Gansu Province, however, with the development of the times, new problem has arised. In the construction of RMLS in Gansu province, an integral approach with considering urban and rural areas as a whole must be followed. Meanwhile, according to the principles and the specific circumstances of Gansu Province, legislations and institutions regarding to RMLS, multi-resource fund raising mechanism, and reasonable standards for RMLS beneficiaries should be established. It is designed to make RMLS system play a proper role in the implementation.The thesis mainly introduces the theory of social assistance abroad, after considering the construction of RMLS system in our country, reviews the implementation and the content of RMLS in Gansu Province. From the situation we analyzed, proposes achieved outstanding results and main problems in implementation. In addition, the thesis uses comparative method to analyze. By comparing the RMLS system and the UMLS (urban minimum living security) system in Gansu, the implementation of RMLS in various regions of Gansu, gets clear understandings of the gap, so as to come up with strategies to do a good job paving the way. At last, it comes to the issues. It emphasizes that we should consider the level of development of social economy in Gansu Province and the reality of urban areas, combining with the background, taking urban and rural co-ordinate idea, then points out the solution advice to the before-mentioned problems in these aspects: legislations, standards, objects, funds and management.
