A Comparative Study Of Preferential Treatment And Placement Policies For Veterans In China, The United States And Russia

The work of special care and placement for veterans is an important project related to national security,national defense construction and social harmony.Since the founding of the People's Republic of China,the system of special care and placement for veterans has changed from adapting to the planned economic system to adapting to the socialist market economic system,which makes hundreds of thousands of soldiers who have retired from active service every year properly resettled.China has constantly adjusted the special care and placement policy for veterans,but the intensity is small and the speed is slow.Based on this situation,in order to further study the special care and placement policy of our country,the United States and Russia,which have strong military strength,are selected to compare with it,so as to provide reference for the improvement of the special care and placement policy of our country,and promote the smooth implementation of veterans' service management and guarantee work.This paper is based on the interview survey,the background is the current situation of special care and placement work for veterans,related research results at home and abroad are reviewed,analyzes and summarizes the relevant theories of the special care and placement policy.Through makes a comparative analysis on six aspects of the administration,legal guarantee,treaty,pension,placement and social organization service of the special care and placement for veterans in China,America and Russia.Combined with interview cases,put forward some suggestions to improve the policy of special care and placement for veterans.Through the analysis of commonness,we can affirm the achievements of our country in the special care and placement work for veterans.On the administrative side,the Department of Veterans Affairs(Bureau)has been established to provide service guarantees for veterans.In the area of legal construction,the law on the protection of veterans is being urgently formulated,to better protect the legitimate rights and interests of veterans.In terms of special care and placement,relevant legal and administrative provisions have been made for the pension,medical care,education,employment and vocational training of veterans,to provide evidence for the special care and placement work for veterans.By difference analysis,this paper puts forward some suggestions to improve the content of the special care and placement policy for veterans.First,accelerate the improvement of the functions of institutions for the administration of veterans;The second is to promote the construction of the legal system of preferential treatment and enhance the legal effect of the policy;Third,raise the standard of preferential treatment for veterans.Fourth,improve the pension and security policies for veterans.Fifth,to enrich the employment and placement of veterans;Sixth,encourage social organizations to participate in part of the service and security work of veterans.
