Preschool education legislation,as a key factor in improving national quality and the development of education,is highly valued by countries around the world.In order to develop preschool education in different regions in a balanced manner,China has introduced a number of relevant national policies and regulations.Under the guidance of national preschool education related policies,various regions have promulgated and implemented local preschool education legislation in response to the call of the state,especially since China issued the Nation Ten in 2010,the number of local preschool education laws and regulations has been greatly increased.The development of local preschool education is a standard for measuring the quality of basic education and the space for development in this region;for the country,good local preschool education is the guarantee of national capital construction.At present,local preschool education legislation in many foreign countries has their own relatively sound systems,but in China,the local preschool education legislation started relatively late,and there are certain deficiencies in the setting of legislative content,in order to effectively solve many problems in the development of local preschool education legislation,we must improve the content of local preschool education legislation to promote the development of local preschool education.According to the actual situation and situation of the development of local preschool education legislation in China,it is found that there are many problems in the local preschool education legislation: the uneven development of legislative construction,the number of local preschool education legislation promulgated and implemented shows a trend of "east more but less west";the legislative technology is not high,there is a significant difference in the content of legislation in the same place,and there is overlap with the higher law;the content of the legislation is unclear,and the content of the substantive provisions is ambiguous,resulting in poor operability in the implementation process.In addition,the local characteristics are not significant and the relevant provisions There are also missing issues;the evaluation system is not perfect,which has caused the content of legislation to be incompatible with the development of the times after the implementation of local preschool education regulations and rules for a period of time.In order to ensure the healthy development of local preschool education in China,this study will start from the current situation of local preschool education legislation and define the relevant concepts of local preschool education legislation.Based onthe theory of justice,coordination and sustainable development,it explores the principles of local preschool education legislation in China,which provides theoretical support for the development of local preschool education legislation in China.Based on the current reality of the text of local preschool education legislation in China,this thesis analyzes the achievements of local preschool education legislation in China.Through the study of the characteristics of American state preschool education law and Korean local preschool education legislation,this paper aims to provide reference for the further improvement of Chinese local preschool education legislation.In order to ensure the healthy development of the local preschool education,the thesis puts forward the suggestions on the legislation of the local preschool education from four aspects: promoting the balanced development of the legislative construction,improving the legislative technology,optimizing the content of the legislation and improving the evaluation system.
