Speeding up and carrying out the construction of legal system of preschool education in Chongqing is an important carrier and path to improve the process of ruling by law of preschool education.At the same time,it is a means to improve the quality of preschool education in all districts and counties of Chongqing.It is also a tool to improve the quality of preschool education in the region.The construction of the legal system of preschool education is of vital significance to the development of preschool education in China,and it is also conducive to improving the quality of the population and optimizing human capital.Therefore,strengthening the legal system construction of pre-school education is not only the realistic demand of the development of preschool education in Chongqing,but also the need to ensure the healthy and legalized development of pre-school education in Chongqing.This research first through the literature retrieval,mainly to Chongqing preschool education legal system construction related research background,the core concept,the significance,the research basic content,the concrete research method has carried on the relatively brief introduction.On this basis,the legal system of pre-school education in Chongqing is studied and analyzed,the basic situation of the legal system construction of pre-school education in Chongqing is analyzed,and the characteristic phenomenon in the legislation of pre-school education is expounded.This paper probes deeply into the quantity,level,conflict and pertinence of Chongqing preschool education legislation.At the same time,the author investigates and analyzes the actual situation of the legal construction of preschool education in Chongqing,and the selected districts and counties.A questionnaire survey was conducted among 54 kindergarten deans and related management workers,including 8 heads and staff of educational functions,150 first-line teachers and 136 parents of students at the demonstration,first,second and third level kindergartens.The questionnaire is basically comprehensive and objectively reflects the specific situation of the legal system construction of preschool education in Chongqing.According to the implementation of the questionnaire,it carries out a corresponding descriptive statistical analysis on the results of the survey.Inferential mean analysis and correlation analysis.It is found that although there are some problems in the construction of the legal system of preschool education in Chongqing,all levels of social organizations attach great importance to it and actively analyze the various factors affecting the construction of the legal system of pre-school education.At the same time,after deep analysis,it is found that there are many restrictions on children entering the kindergarten and students in rural areas have no garden to enter,the planning of kindergarten is unreasonable,the construction of software and hardware is weak,the funds for running schools are insufficient,especially the private kindergartens in rural areas can not afford to run a school.The main problems,such as the weakness of teachers’ construction and so on,can not be taken into account by educational administrators.There are many reasons for this: the development of pre-school education in rural areas is not balanced,and the development of agriculture is not balanced.The village area is in a weak position in its development.It is also due to the unsound laws and regulations of the current pre-school education system,the deficiencies in management,the lack of understanding of pre-school education by parents,and the lack of motivation for the development of pre-school education.The quality of preschool teachers is not high and so on.Therefore,in order to speed up the construction and improvement of the legal system of pre-school education in Chongqing,it is necessary to make specific improvements from many aspects: firstly,we should pay attention to absorbing the experience of other regions in the legislation of preschool education;Secondly,it is necessary to establish and perfect the management system of preschool education on the basis of making clear the responsibility of the government in the development of preschool education,and then need to establish the government financial input,social investment and parents.Finally,the public kindergarten should be established as the main body,and the public kindergarten and the private kindergarten should be developed together.
