Research On Rehabilitation And Assistance For Disabled Children In Wuxue City,Hubei Province

Children with disabilities are a vulnerable group of children and the most promising group of disabled people.Childhood is a golden period of rehabilitation.If we can do a good job of rehabilitation for children with disabilities,we can significantly improve the physical and mental conditions of children with disabilities and increase the possibility of their return to society.Since the reform and opening up in 1978,the rehabilitation and assistance for disabled children in China has made great strides.In recent years,the party and government have paid great attention to this special group.In 2018,the State Council issued the Opinions on Establishing a Rehabilitation and Assistance System for Disabled Children,marking the formal establishment of a rehabilitation and assistance system for disabled children in China.The government issued a corresponding rehabilitation assistance policy for disabled children.In the same year,157,000 disabled children aged 0-6 received basic rehabilitation services.However,due to the late development of rehabilitation work for disabled children,there are still many deficiencies in the rehabilitation assistance for disabled children in China.Many problems have been exposed during the establishment of the system and the implementation of policies,and urgent practical research is needed.This article focuses on Wuxue City,Hubei Province as an example,based on the theory of social welfare,energy-enhancing theory,and Maslow’s hierarchy of needs.Start with the policy mechanism for rehabilitation and assistance for children with disabilities.Adopt literature research method,statistical analysis method,interview method,observation method and other research methods.Visited Wuxue Disabled Persons’ Federation,Wuxue Mengqi Children’s Rehabilitation Center,Wuxue Maternal and Child Health Hospital’s Child Rehabilitation Department.I investigate and understand the survival status and needs of disabled children in Wuxue,study the status of disability rehabilitation assistance for disabled children inWuxue City,analyze the operation of rehabilitation mechanism for disabled children in Wuxue City.Then I found that its problems are:(1)narrow coverage of rehabilitation assistance policies and low level of protection;(2)weak capacity of grass-roots disabled organizations;(3)difficulties in the development of rehabilitation institutions;(4)CBR services are absent;(5)people don’t pay attention to family rehabilitation.Based on this I made some suggestions:first,improve rehabilitation assistance policies;second,strengthen the construction of grass-roots disabled organizations;third,promote the sustainable development of rehabilitation institutions for children with disabilities;fourth,establish and improve a community rehabilitation system;fifth,providing professional support for families of disabled children.These suggestions can improve the rehabilitation of disabled children in Wuxue from multiple perspectives.Finally,I hope to contribute research experience to the development of the rehabilitation and assistance system for disabled children in China.
