| The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China put forward the great significance and general requirements of the modernization of the national governance system and governance capacity,as well as persist in and improve the socialist administrative system with Chinese characteristics,and build a government governance system with clear responsibilities and administration according to law.As an important part of national governance system and governance capacity,urban management is the most intuitive reflection of governance capacity.The transformation from urban management to urban governance is the direction of the future development of urban management.As one of the first batch of pilot cities approved by the State Council,Dalian has accumulated a lot of experience in urban management and comprehensive law enforcement.The urban management and law enforcement system of Ganjingzi District has experienced many changes and adjustments.In 2019,facing the trends of institutional reform,Ganjingzi District will transfer all the urban management related departments of the former urban construction bureau of Ganjingzi District,such as greening section,urban management section,examination and approval department,municipal department,etc.,to the urban management and administrative law enforcement bureau of Ganjingzi District,and establish urban management and comprehensive law enforcement bureau of Ganjingzi District.This paper takes the reform of urban management and comprehensive law enforcement in Ganjingzi District as the breakthrough point,and analyzes the current situation of the reform of urban management and comprehensive law enforcement in Ganjingzi District by using the methods of literature research,field investigation and questionnaire survey.This paper is composed of five parts.The first part is the introduction,which mainly introduces the background of the topic,the purpose of the research,the significance of the research,the concept of the noun,the related theory and the research review at home and abroad.The second part is the analysis of the current situation of the reform of urban management and comprehensive law enforcement in Ganjingzi District of Dalian city.Mainly through the behavior of consulting internal information,issuing questionnaires and conducting interviews,we can deeply and carefully understand the reality of this reform.The third part is the analysis of the shortcomings and reasons of the reform of urban management and comprehensive law enforcement.This paper mainly analyzes the problems such as the lack of system of reform content,the lack of incentive for front-line law enforcement officers,the lack of supporting guarantee for law enforcement,the lag of the application and construction of new media and new technology,and the cumbersome law enforcement procedures.The fourth part is to put forward the countermeasures to improve the reform of urban management and comprehensive law enforcement in Ganjingzi District.It mainly puts forward five aspects: improving the rules and regulations,rationalizing the working mechanism,giving full play to the guiding role of incentive policies,accelerating the construction of comprehensive law enforcement guarantee system of urban management,accelerating the construction and application of new media and new technologies such as smart urban management,and constantly improving and perfecting the comprehensive law enforcement system of urban management.The fifth part is the conclusion.A comprehensive overview of this paper is given.This paper summarizes the existing achievements and main problems in the reform of urban management and comprehensive law enforcement in Ganjingzi District,and points out that when the reform of urban management and comprehensive law enforcement is still in progress,the future direction of the reform of urban management and comprehensive law enforcement is to legalize and regularize,and make up for the shortcomings of legal construction,law enforcement guarantee and public participation as soon as possible.At the same time,it points out the shortcomings of this paper. |
