Research Of The Community Correction Based On An Investigation Of Zhongjiang

Community correction is the process of putting criminals into the community and using social and community resources to transform criminals.Different from traditional prisons,the object of community correction and society are in a non-isolated environment.Besides,the low cost of community correction is an important way to effectively relieve prison pressure and solve the shortage of prison resources.The purpose of community correction is to psychologically rectify the criminals,reshape their behaviors,enhance their social adaptabilities,and then,help them to return to the society by the power of the government,social organizations,civil society,volunteers,and the publics.It is a process of resocialization.China’s community correction system has been developed for more than ten years.It has made great progress in the continuous improvement of the system and implementation,but it is still in the initial stage,facing many problems and challenges,such as the unsound correction system,insufficient social participation,and poor corrective supports.This dissertation firstly reviews the existing models and experiences of community correction in China and the West on the basis of reviewing the relevant literatures on community corrections,and puts forward the necessity of the current community correction practice research.Secondly,it combines the new public management theory,public governance theory and the new public service theory,analyzed the current community correction system.The community correction system requires the government to lead the participation of all sectors of society,strengthen the participation of social forces in public management,and introduce social forces to coordinate public management.The important process of public management model reconstruction is an important way of social governance innovation.It is a new path of the social governance innovation.Thirdly,through the case investigation and research on the community correction in Zhongjiang County,Deyang City,using data analysis method,qualitative and quantitative research methods,through questionnaire survey and interview investigation Ways,obtain relevant data,focus on the current situation of the community correction in Zhongjiang County,summarize and analyze the problems and causes in the current community correction work.Finally,based on the advanced experience and achievements of community corrections from domain and abroad,start with social participation and aids,put forward specific suggestions on the current difficulties of the community correction implementation,in order to provide practical advices for grassroots community corrections work in Zhongjiang and Sichuan as well as the rest of the country.
