Research On The Allocation Of Police Resources In Yunnan County Public Security Organs

At present,China has entered a period of historic change.With the deepening of reform and opening up,the accelerated development of economy and society,and the rapid progress of modern civilization,the development of various fields of society highlights imbalances and imperfections,resulting in the adjustment of the pattern of interests,the increase of social contradictions and the rise of people's demands.The situation frequently appears,the social security situation is not optimistic,the social contradictions and disputes are difficult to resolve,and the public security organs are facing unprecedented challenges and increasingly heavy tasks.At the same time,due to the limitations of the state's policy formulation,the problem of insufficient police capacity of public security organs is imminent.Under the circumstances that the formulation of public security organs can not increase substantially,we should explore it in depth.It is particularly important to investigate the problems and causes of police resources allocation in public security organs,optimize the allocation of police resources,improve the efficiency of police work and greatly enhance the ability of fighting,preventing,controlling and other aspects of work.Based on the purpose of solving the problem,the author analyses the basic commonness of public security organs in county areas of Yunnan Province,fully absorbs the theoretical research achievements of non-growth improvement theory,new public management theory,dissipative structure theory and government reengineering theory,and combs the basic situation of public security bureaus in Y County and the allocation of police resources through statistics.It is found that there are four outstanding problems in the Y County Public Security Bureau: serious shortage of police resources,weak management of police resources,inadequate operation mechanism of police affairs,lagging behind of police resources guarantee,and the causes of these problems at three levels of system,management and culture.The paper also draws lessons from each of the three aspects at home and abroad to optimize the allocation of police resources.Finally,according to the actual situation of the Y County Public Security Bureau,the paper puts forward five countermeasures and suggestions to optimize the allocation of police resources,including deepening the restructuring and reform of police resources,promoting the upgrading of police resources management,innovating and standardizing the operation mechanism of police affairs,improving the platform of police resources guarantee,and shaping a good police force through cultural and educational policing.We will strive to achieve the non-growth and improvement of police resources in Y County Public Security Bureau.
