As the first line of defense of the country,the entry-exit frontier inspection agency are responsible for safeguarding national sovereignty,security and social order.In fact,as a national image,the entry-exit frontier inspection agency is the first Chinese government agency that foreigners come into contact with in China.Its administrative service level,as the first impression,will be deeply rooted in the hearts of foreigners,and also reflects the administrative ability of Chinese government agencies.Since the founding of the People's Republic of China,Chinese entry-exit border inspection agency have experienced a development process from small to large,with the establishment of the National Immigration Administration in April 2018,the frontier inspection agency have entered a new stage of development,especially in the implementation of the national "the belt and road" initiative.Under the background of economic globalization,people's demand for entry and exit has increased dramatically,and the development of entry and exit frontier inspection agency is facing more arduous tasks.However,compared with the mature immigration inspection agency abroad,there is still a certain distance in the administrative concept,professional spirit,professional quality and other aspects of China's border inspection agency.Especially in the recent decade,the flow of inbound and outbound passengers has increased dramatically,and the frontier inspection cause has developed rapidly.Basic-level law enforcement police--inspectors are lax in work,lack of enthusiasm,slow improvement of comprehensive quality,team cohesion,weak centripetal force and so on.This not only has a negative impact on the development of our basic-level inspectors,but also greatly restricts the progress of our entry-exit border inspection team towards revolution,professionalization,regularization and specialization.How to improve the administrative service level of entry-exit frontier inspection agency,enhance the overall ability and quality level of basic-level inspectors,and further improve the enthusiasm of inspectors has become an urgent problem we need to solve.Therefore,in the revolutionary,professional,regularized and professional development of entry-exit border inspection agency in China,it is of great significance to carry out the innovation of incentive mechanism and adopt different incentive systems,so as to make the basic-level inspectors of entry-exit border inspection stations show the vitality and motivation of their work.Incentive mechanism is something that will inevitably come into being when modern society develops to a certain stage.It is also the product of combining theory with practice.It is a supporting tool for social development and progress,improving labor efficiency and creating higher benefits.There are many ways of incentive.Macroscopic speaking,it can be divided into material incentive and spiritual incentive.Spiritual motivation is to stimulate employees' internal spiritual motivation,while giving them encouragement,help them eliminate the negative factors,improve the positive energy,so as to maximize the enthusiasm of employees.Compared with material incentives,spiritual incentives are more direct and lasting.They change people's thinking and behavioral motivation subtly.If we can give full and effective incentives to employees from the spiritual level,the results will be far more than material incentives.Therefore,in the study of this paper,it is mainly based on the professional and professional development of entry-exit border inspection agencies,taking spiritual incentive as the main research content,combining with the relevant theoretical knowledge of specialization and incentive mechanism,taking N entry-exit border station as the research example,this paper analyzed the development status,human resources and professional construction of the entry-exit border stations.Based on the specific situation of the spiritual incentive mechanism for the managers of entry-exit border stations and the professional characteristics of the basic-level inspectors of entry-exit border checkpoints,the problems and reasons of the spiritual incentive mechanism of N entry-exit border stations are found.Finally,the solution strategy is put forward.
