Research On The Response Of Network Public Opinion To Public Events Of Grassroots Government From The Perspective Of Crisis Management Of 4R

In the new era of rapid development of Internet,without Internet security,it is impossible to mention the national security,so far as to the stable economic and social operation.In this era,the whole process from occurrence to disposal of Internet public opinion affects the government’s social governance all the time,thus how to deal with the Internet public opinion caused by public events is of great significance to the modernization of national governance.Taking K District of S City as an example,from the perspective of "4R" crisis management theory,this paper focuses on the response mechanism of network public opinion,and uses the methods of case analysis,literature and interview to deeply analyze the success,shortcomings and insufficient reasons of grass-roots government in the process of network public opinion response.The results show that: the grass-roots government can consciously control the spread of network public opinion,but due to the imperfect response mechanism and insufficient capacity,problems emerge in an endless stream.The outstanding performance is: the immature research and judgment mechanism and the backward concept lead to the relatively slow and low quality information dissemination of grass-roots government,and the immature response mechanism leads to the confusion of network public opinion response process poor professional ability leads to grass-roots government staff to be careless and at a loss.From two aspects to improve the grassroots government’s network public opinion response ability.Specific for the first: in the preparatory stage,we should deal with it positively,actively and cooperatively,and enhance the reduction force;we should improve the research and judgment and response mechanism,do a good job in the network public opinion duty system,strengthen the daily network patrol work and establish the network volunteer service team,so as to strengthen the preparatory force.Second,in the reaction stage,we should learn from the past experience as well as the excellent experience,strengthen the training and learning in the aspects of news release writing,network public opinion response and disposal skills and system process,and strengthen the response;we should strengthen the technical support in the capture and analysis of network public opinion,strengthen the professional support in response of network public opinion to enhance the reaction ability.
