Public-private pension model emerged in the early 20 th century.After nearly 20 years of exploration and development,it has become a development model recognized by the government and the society.As a city with a higher degree of aging,zhenjiang city has accumulated certain experience in the operation and development exploration of public-private pension institutions after a period of practice of public-private pension model.Through literature research and investigation,this study summarizes and introduces the relevant theories,policy practice exploration and development of public-private pension model.Through the analysis of the status quo of the representative public-private pension service institutions in zhenjiang,the existing problems in the operation of public-private pension service institutions are found.Through interviews,questionnaires,comparative analysis of data and other research methods,the development model of public-private pension institutions in zhenjiang city was analyzed and further studied.Based on the summary of zhenjiang public-private endowment institutions operating condition,on the basis of using multiple benefits,new public management theory,stakeholder theory foundation,operating status of zhenjiang public-private endowment mechanism research and analysis,summarized the following questions: first,the imperfect organizational structure,management lags behind;Second,poor capital liquidity,low yield,long profit cycle;Third,low occupancy rate,low willingness to stay;Fourth,the specialized team is weak,the specialized technical personnel shortage;Fifthly,the service objects of public-private pension service institutions are not clear.At the same time,combined with the law of operation and development of public-private pension institutions,the following countermeasures and Suggestions are put forward: first,improve the management system and build a better and sound organizational structure;Second,overall consideration should be given to rational allocation of resources to improve the efficiency of the use of funds.Third,refine policy formulation and implementation,strengthen targeted support;Fourth,improve the occupancy rate of public-private pension service institutions in multiple ways;Fifth,improve the quantity and quality of professional team construction.Through theoretical research and investigation,the following conclusions are drawn: in the face of the huge elderly population,the author found through the study of the representative elderly institutions in zhenjiang that the public-private joint old-age care model is a development model in line with the current national conditions and has a strong operability in China.Public-private pension service institutions are still in the initial stage of development,subject to the influence of policies,funds and ideas,and lack of pertinence,so they need to pursue more reasonable paths in future development.
