Since the 21 st century,performance management has gradually become an important measure to innovate the way of government management.In the report of the 19 th National Congress of the Communist Party of China,it was clearly pointed out that "we should establish a comprehensive,standardized,scientific and binding budget system,and comprehensively implement performance management." It is clear that performance management plays an important role in the reform of China’s financial and tax system.The tax department is an important economic management department in our country.The implementation of performance management is a necessary measure to adapt to the reform of the administrative system of the government,an internal requirement to strengthen the tax management under the new situation,and an effective way to lead millions of tax officials.Since 2014,the State Administration of Taxation has been implementing the performance management system combined with the tax work.However,with the deepening of the promotion work,especially in the practical operation of the grass-roots tax bureaus,problems such as too complicated and detailed content,equalitarianism and so on are increasingly prominent,so it is urgent to establish a more scientific and reasonable performance management system.Through the research and analysis of the problems existing in the performance management of the grass-roots tax bureaus,the author tries to find out the reasons and try to provide effective suggestions and Countermeasures for the performance management of the grass-roots tax bureaus.This paper takes W City Tax Bureau as the research object,mainly through the analysis of its performance management situation and relevant data from 2014 to 2018,and through the questionnaire survey and interview survey method to further explore the problems existing in the performance management of W City tax bureau.It is concluded that there are some problems in the current performance management work of W City Taxation Bureau,such as insufficient attention to the performance management work,unreasonable index system,insufficient process control,objective performance evaluation and the lack of in-depth application of performance results,which lead to the lack of enthusiasm of cadres and employees and the failure to achieve the ideal goal of performance management.By drawing on the excellent experience of performance management of tax bureaus in various provinces and cities,using the support relationship theory,goal relationship theory and expectation theory,and combining with the actual work of tax bureaus in W City,the author puts forward relevant suggestions on vigorously promoting the construction of performance culture,improving the performance evaluation index system,strengthening daily performance management,establishing an open and fair evaluation mechanism,and promoting the application of multidimensional performance results.I hope this research can help W City tax bureau to establish a more scientific performance management system,fully stimulate the vitality of the cadre team,and improve the quality and efficiency of tax work.
