Research On Improving The Quality Of Party Building Work By County-level Tax Departments

After the reform of the national and local tax collection and administration system,the tax system began to implement the "dual management" system.In this case,the tax department should do a good job in Party building,which is not only its responsibility,but also consistent with the strategic policy of Party governance.Nowadays,county(district)level organization income tax department is getting bigger,the difficult to deal with new situations and new problems emerge,the realization of the modernization of tax faces many obstacles,under this general situation,only a more strict and effective management of party building work can ensure the continuous growth of tax revenue,ensure that tax work always maintains the correct direction of development,so that the distinct nature of the tax authorities as political organs can be fully reflected.Based on the management of party building work in the tax department at the county(district)level,this paper sorts out and summarizes the party building management,specific measures and final results of the tax department in District J since July 2018,and finds out the shortcomings in its party building management work,including the quality of the party member team needs to be improved,the responsibility needs to be further implemented,the tax supervision and management is not strict,the integration of party building business is not enough,and from the party building management mechanism,party building evaluation and incentives,The supervision and management of party members carefully analyzed the causes of the problems,and then put forward innovative strategies to improve the quality of party building work in the new development stage of county(district)tax departments in the new development stage,from the aspects of grasping the implementation of the main responsibility,establishing and improving the evaluation and incentive mechanism,increasing the intensity of education and management of party members,paying attention to the integration of party building business,strengthening information construction,and improving the level of the supervision system.Promote the good and rapid development of the tax industry.
