| Changsha High-tech Zone is one of the first high-tech zones in China.It has a 30-year history of development.It is a window to open to the outside and a business and economy card for Hunan Province.Under the guidance of the drive strategy of national innovation and development and the spirit of "simplifying government,decentralizing power and optimizing service" of the 19 th National Congress of the Communist Party of China(CPC),Changsha High-tech Zone actively explores the administrative system reform,and seeks to transform from scale and speed development to quality and efficiency development.Based on the public administration theory,this paper analyzes the development status of the Changsha High-tech Zone,finds out the restrictive factors and existing problems,explo res the principles,ideas and counter measures to promote the development and construction of the high-tech zone,and provides theoretical basis for the realization of the 13 th Five-Year Plan of Changsha High-tech Zone.This paper defines the concept and function of the high-tech zones,clarifies the connotation of the administrative system of the High-tech Zones,and introduces four theories closely related to the High-tech Zones management system,including public choice theory,new public service theory and ternary participation theory,and demonstrates the necessity of reform of administrative system for the Changsha High-tech Zone.Combing the development and current situation of Changsha High-tech Zone in the past 30 years,especially the development of the administrative system,this paper analyzes the main problems,including unclear legal status,unreasonable function allocation,unreasonable personnel allocation,unequal matching of departments’ power and responsibility,unclear power boundary between government and enterprise,and imperfect service of intermediary organizations.The main reasons are that the high-tech zones do not perceive the changes of the external environment timely under the new situation,the concept of service-oriented government is not in place and the legal system of the high-tech zones is not in place.Drawing on the successful experience at home and abroad,the paper puts forward five suggestions One is to strengthen the construction of the legal system and strengthen the main position of the management committee;the other is to clarify the function orientation and optimize the organizational structure;the third is to improve the talent mechanism and build a high-quality talent team;the fourth is to promote "release cont rol clothing" and optimize the business environment;the fifth is to strengthen intermediary services and build two administrative-enterprise relationship.Based on the theory of public administration and the development history of Changsha High-tech Zone,this paper puts forward five countermeasures and suggestions according to the actual work of Changsha High-tech Zone,hoping to be helpful to the development of Changsha High-tech Zone. |
