Research On The Management System Reform Of Jinan High-Tech Zone

Currently,China is still in an important strategic opportunity period with a bright prospect but also severe challenges.Guided by the report of the 20 th National Congress of the Communist Party of China,the national high-tech zones will further play the role of the main battlefield for the development of high-tech industries and deepen the reform test zone.Through innovation-driven development and transformation of growth momentum,it will lead the optimization and adjustment of economic structure and transformation of development mode,and seize the commanding heights of international science and technology and industrial development.However,like many other national high-tech zones,Jinan High-tech Zone is also facing a series of restrictions on development space,management system,operation mechanism,etc.How to break through these bottlenecks has become an important issue that Jinan High-tech Zone must face in the new era.Jinan High-tech Zone,after 30 years of hard work and reform and innovation,insisted on innovation-driven leading high-quality development.After entering the stage of "strategic promotion of innovation-driven",Jinan High-tech Zone proposed to build a world-class high-tech park.In order to meet the needs of technological innovation and scientific and technological financial innovation,two system reforms have been carried out successively,and certain achievements have been made,but also faced the situation of inadequate reform and incomplete transformation to the construction of a world-class high-tech park.Combining with the author’s own work experience,on the basis of analyzing the system mode of science and technology parks at home and abroad,this paper uses and absorbs entrepreneur-government theory,performance management theory,Institutional innovation theory,and revolves around the two system reforms of Jinan High-tech Zone.The achievements and gradually emerging problems are sorted out and summarized.Through field research and literature review,the beneficial experience and measures of typical science and technology parks such as Hsinchu,Guangzhou Development Zone and Zizhu High-tech Zone are introduced to provide countermeasures for the reform of high-tech zones.The author believes that in order to further promote the transformation of Jinan High-tech Zone to a world-class high-tech park,it is necessary to take measures such as perfecting the top-level design,standardizing personnel management,and improving performance according to its own actual situation and positioning,focusing on the characteristics of a world-class high-tech park,adhering to the reform direction of marketization and de-administration,giving full play to the flexibility of the system,adapting to the requirements of the new development stage of "innovation-driven",and continuously stimulating the vitality of the work and achieving sustainable development.
