In 2005,formally promulgated and implemented the "China people’s Liberation Army civilian personnel Ordinance,has become a major change in our military system adjustment,also formally established the civilian personnel training and construction in the important position in our country.With the implementation of the military system of non commissioned civilian personnel,a large number of social personnel hired to post military colleges and play an important role in non commissioned civilian personnel training of military personnel in military career.However,non commissioned civilian personnel management work is far from mature,the relevant system also needs to be improved.Performance management is in recent years by the government,enterprises,scientific management methods are widely used by colleges and universities,the advanced management theory and scientific tools for promoting non commissioned civilian personnel management also has a very important significance.But the current public performance appraisal research is less,which relates to research on performance evaluation of Military Colleges and more is less and less,recognized as the perfect non commissioned civilian personnel performance system has not yet appeared,run the program in theory research,many aspects of the implementation mechanisms are limited.Therefore,study and improve the Military College of non commissioned civilian personnel performance evaluation system can not only improve the construction of non commissioned civilian personnel And it can greatly enhance the level of personnel training in military academies and provide better talents for national defense and military affairsBased on the analysis of the present situation of the performance system of non active civilian staff in military colleges,summed up the current military non commissioned civilian personnel performance system there is a lack of systematic,communication and target,assessment index general assessment program arbitrary problem.On this basis,introduces the connotation and advantages of the Balanced Scorecard model test according to the actual situation,to explain the current military academies of the Balanced Scorecard in military non commissioned civilian personnel feasibility evaluation system,further based on the Balanced Scorecard to construct the performance system of non commissioned civilian personnel in military academies,and the X military academy as an example of the system of specific performance Construction.Finally,the implementation of supporting mechanism should have the performance of the system,only the full performance system and improve the management mechanism,training mechanism,communication mechanism and responsibility mechanism,can be carried out for inactive civilian staff in military colleges performance system for strong protection.
