Towns and townships are the most basic political organizations in China and the basic level of our party’s governance.They undertake the rural public management affairs and are in a special position under China’s current national conditions.Township and village cadres are located in the line of the "three rural" work,is the party’s ruling in rural grassroots backbone,contact the bridge and the link of the masses,is the central spirit of the propagandist,practitioners,is the main force of promoting economic development,social stability and the nucleus,the team construction is directly related to the stability of the party’s ruling foundation and development.General secretary xi jinping has stressed many times that we should care about grassroots cadres,enthusiastically support and help them,and provide them with a good foundation.Therefore,it is of great practical significance and value to study the management of town cadres.Y township,X district,X city,located in the hinterland of xining basin,is the hub connecting X city and D county,and the main food production base of X city.For a long time,Y township has been in accordance with the superior documents management of the township cadres,in the daily management,post management and other aspects of strict management,in all previous township assessment are among the best fame and wealth,many times won the title of annual outstanding township.But,due to the limitations of villages and towns own conditions in the villages and towns the further refinement of the management of cadres and professional still has the certain difficulty on the road,to further activate the township cadres,has certain influence to promote the healthy development of local economy,therefore,the author work sites-Y township,for example "township and village cadres" management research has strong representativeness and practical significance.From the perspective of management science,this paper reexamines the management practices of the township cadres in Y township,X district by using the methods of literature research,investigation andresearch,analyzes the reasons behind the management difficulties,and finally puts forward the corresponding measures on how to improve the current management of the township cadres.This paper is divided into the following four chapters:The first chapter is an overview of the management of township cadres.This paper mainly defines the core concepts of township cadres,and introduces in detail the relevant theoretical knowledge,as well as the significance and urgency of the management of township cadres.The second chapter focuses on the current situation of the management of township cadres in Y township,X district,X city.By means of field research and questionnaire,the basic situation of the township cadres in Y township,X district is clarified,and the main measures and effects of the management of the township cadres in Y township,X district,X city are discussed.The third chapter focuses on the analysis of the problems and causes of the management of township cadres in Y township,X district,X city.Based on the above research,the problems and causes in the management of township cadres in Y township,X district,X city were clarified.It is believed that there are some problems in the management of cadres in Y township,X district,such as unreasonable structure of cadres,insufficient specialization,lazy behavior of cadres,inactive work and insufficient motivation of cadres.There are four reasons: lack of personnel authority,professional training,lack of assessment function,lack of incentive measures,etc.The fourth chapter focuses on the countermeasures and Suggestions to improve the management of township cadres.On the basis of the above research and combining with the actual work,this paper puts forward corresponding countermeasures and Suggestions for improving the management of township cadres from four aspects.The second is to improve the training and education mechanism of the cadres in towns and villages.Third,the establishment of scientific and effective performance appraisal mechanism;Four is from the town cadre incentive safeguard mechanism towork hard.Based on the theoretical achievements of cadre management in China and abroad,this paper analyzes and explores the cadre management in Y township,X district,X city,and draws some practical conclusions,hoping to provide intellectual support for the theory and practice of cadre management in China and the modernization of management ability of cadres in towns and villages. |
