Institution Operation,Cadres Competence And Modernization Of Township Government's Governance Capability

Township government,as a bridge of connecting country with society and a grassroots administrative organization,its modernization of governance capability are not only concerned with the stability and development of rural society,but also closely related with the realization of the modernization of country's governance system and governance capability.It can be said that the modernization of township government's governance capacity is an important part of the modernization of country's governance capacity.Therefore,it is necessary to further explore how to achieve the modernization of township government's governance capacity at the theoretical levels.The existing theories mostly focus on the single factor's institution and social constraints that affect the modernization of township government's governance capacity.However,in reality,factors that affecting the modernization of township government's governance capacity are often combination of multiple factors or results that are related to each other.Therefore,through investigation,we will put the modernization of township government's governance capacity under the framework of institutional operations and cadres' competences can be explored,which has positive significance both in theory and in reality.This paper adopts a combination of normative research and qualitative research.Through in-depth interviews with several township cadres in S province,it is found that the realization of the modernization of township government's governance capacity is closely related to institutional operation and cadres competence.Therefore,based on the definition of related concepts,this paper focuses on the weakening mechanism of the institutional negative operation for the township cadres competence,and then pays attention to the influence process of the of township cadres' competence gap on the modernization of township government's governance capacity,and finally proposes to the feasiblepath for promote the modernization of township government's governance capacity.The study finds that:(1)Institutional operations include the active operation and negative operation of the institution.The positive performance of the institution is that has a strong adaptable,autonomous and coordinate,it can effectively improve the township cadres' capacity and promote the development of township organization.The negative performance of the institution mainly manifests itself in three aspects:“Textual institution idling”?“Operating institution deviation”and “Complexity institution structure blurring”;(2)The passive operation of the institution is more likely to weaken the township cadres competence than active operation.The performance is:textual institution idling weakened the learning implement competence of township cadres;Operating institution deviation restricted the innovation competence of township cadres;Complexity institution structure blurring influences the serving competence of township cadres;(3)Township cadres' competence affects the modernization of the township government's governance capacity.Specifically reflected in:The weaking of learning implement competence of township cadres hindered the exerting of infiltrating social capability of township government;Innovation competence of township cadres' inadequacy causes the reducing of retriving resource capability of township government;Serving competence of township cadres' inadequacy restricted the realization of public serving capability of township government.Thus,to achieve the modernization of township government's governance capacity,we should start with the improvement of institution design and the narrowing of capacity gaps.Firstly,implement textual institution,strengthen learning implement competence,enhance township's infiltrating social capability;Secondly,standard operating institution,strengthen innovation competence,improve township's retriving resource capability;Adjust complexity institutionstructure,improve serving competence,strengthen township's public serving capability.By taking multiple measures to solve the stagnant state of township government's governance capacity,the government's governance concept has been continuously promoted and the governance performance of township governments has been enhanced.
