Research On Environmental Group Event Governance From The Perspective Of Policy Network Theory

Environmental mass incidents are accompanied by production activities,and the adverse effects on society are more obvious,so it is very important to effectively manage them.This article analyses the governance of environmental mass incidents from the perspective of policy network theory.Taking Xiamen PX incident as an example,it expounds the existing problems and improvement methods of environmental mass incidents governance.Policy network theory research is divided into two schools:network interest coordination school and policy network governance school,but there are some intersections and mutual influences between them.Environmental mass incidents are characterized by multi-subject participation and diversified interests.The analysis of conflicts of interest is an inevitable requirement of governance.Therefore,on the basis of School of Network Interest Analysis,this article uses the policy network structure analysis method to analyze the interest coordination,network connection and action strategy of the participants in Xiamen PX incident,summarizing the problems existing in the current governance,and puts forward the methods of network governance of environmental group events from the perspective of policy network governance.Network resources,subjects and rules should be adjusted to get effective governance enlightenment.The first chapter of the article sorts out the background and purpose of the research,the analytical method,and the research status of academic circles at home and abroad.The second chapter describes the basic content,classification,analysis path and method of policy network theory.Chapter three,based on the viewpoint of the school of network interest coordination,analyses the negotiation and exchange between policy networks in Xiamen PX incident on the basis of School of Network Interest Analysis.Chapter IV summarizes the main problems in the governance of environmental mass incidents reflected from the Xiamen PX incident,that is,the government still occupies a dominant position in the policy network of environmental mass incidents governance,the role of the issue network is small,the participation mechanism of the public is imperfect,and the interactive information of participants in the network is not transparent.The fifth chapter puts forward effective improvement methods for the governance of environmental mass incidents under the guidance of network governance school,that is,adjusting norms from the perspective of network subj ect,network resources and network rules.
