With the gradual improvement and transformation of government functions,home-based care for the aged has gradually become a new mode of care advocated by the Chinese government in recent years.With the promotion of the transformation of government functions and the construction of service-oriented government,it has been highly praised by the Chinese government and social organizations.With the implementation of home-based care services in China,the government's purchase of home-based care services has become an effective way to solve China's old-age care.For this reason,home care service policy has been issued in various parts of China,and home care service work has been actively carried out.Based on the theory of public goods and multi-center governance,this paper combs the concepts and related theories of government purchasing home-based pension services,and combines with the concrete manifestation of government functions in home-based pension services in Xuzhou,analyses the predicament and reasons of Xuzhou government in purchasing home-based pension services,and on this basis,analyses the predicament of Xuzhou government in purchasing home-based pension services.This paper probes into the specific functions of the government in purchasing home-based pension services and puts forward corresponding countermeasures,with a view to promoting the functions of the government in purchasing home-based pension services to achieve a reasonable mode of public service supply and constantly meet the needs of the elderly.
