China's traditional old-age security system is based on the family pension and pension institutions,government purchase of home-based care services is an important supplement to the traditional old-age security system,expand the scope of the pension service at the same time,reform and innovation,but also a significant.Although both at home and abroad have carried out theoretical research and try to home-based care services for the government to buy,but because of the domestic theoretical research has not yet been systematically,in practice also exposed a lot of problems to be improved,foreign research results can accord with China's specific national conditions,in order to more effectively guide the practical work of Ji'nan city and it is necessary for the government to buy home-based care services were deeply studied.This article will combine the specific practice of the theory of the latest research results at home and abroad and the city of Ji'nan,the existing process focuses on the Ji'nan municipal government to buy home-based care services in question,proposes the improvement plan,promote the development of pension services in Ji'nan City,meet the growing service needs of the elderly.This paper first analyzes the home-based care services,government purchase of public services,government purchase of home-based care services such as the definition of the connotation of the concept,the third party governance theory,welfare pluralism theory and activity theory as the theoretical basis,from the relief of pension pressure,adapt to the social structure change,family three aspects to meet the needs of the elderly analysis the necessity of home-based care services of the government purchase,which laid a theoretical foundation for the in-depth study of government purchase of home-based care services project.Secondly,this article focuses on the basic practice of the Ji'nan municipal government to buy home care for the elderly,and summarizes the five specific measures of the Ji'nan municipal government.Ji'nan municipal government and relevant departments to pay close attention to home care work,introduced a series of policies to promote the development of government purchase of home care services,including the formulation of government policy guidance,strengthen the community day care center construction and home care subsidy funds,integration of social service resources,management and supervision,the parties to enhance the level of information service for the aged.Again,in the Ji'nan municipal government to buy home-based care services in the process of practice,and also gradually exposed some problems to be improved,including the participation of residents is not high,narrow coverage of policies and home-based care services business or social organization,the government provides a single rigid management mode etc..Through in-depth study of this paper found that behind these problems reflect all the main deep-seated reasons,including the recognition of the concept behind the subjective unwilling to accept,insufficient capital investment and affect the development of enterprises or social organizations,has its own defects,the lack of legal constraints,standards and so on,all these reasons restrict the development of Ji'nan municipal government purchase of home care service work.Then,the practice of home-based care services purchased based on the Swedish government,Ningbo City,Haishu district government and the city of Nanjing Gulou District government as a case,analyzes the purchasing mode and characteristics of home-based care services around the city,summarizes the leading role of government,service diversification two effective measures,as the Ji'nan municipal government to buy home-based care services experience reference.Finally,based on the previous chapters,this paper puts forward suggestions to optimize the practical mode of Ji'nan municipal government's purchase of home care services by strengthening publicity and guidance,ensuring capital investment,cultivating social organizations,improving laws and regulations,and implementing standardized operation.
