| Public transport service is a social public service provided by the government to all residents.Generally speaking,it should have the obligation of universal service,and different groups should be equal.However,due to their own limitations,the transportation vulnerable groups,including the physiological vulnerable groups and the economic vulnerable groups,have different travel benefits in the public transportation travel compared with the ordinary travel groups,which leads to the problem of non equalization between the public transportation service groups.Based on Wilson entropy model,this paper studies the equalization level of public transport service groups in Beijing by quantifying the travel benefit value of common travel groups,economic vulnerable groups and physiological vulnerable groups.The first step is to establish the evaluation index system of public transport travel efficiency,which includes 20 evaluation indexes,including travel revenue index and travel cost index.The travel cost includes economic expenditure and time cost,and the travel revenue index includes transportation quality,transportation service quality and transportation environment.The second step is to collect the index data in Beijing by using the questionnaire survey method,use SPSS and other software to process the sample data dimensionless,and then use entropy weight method to assign the index weight.In the third step,the TOPSIS model is established to calculate the trip benefit value of the general trip group,the economic vulnerable group and the physiological vulnerable group.In the fourth step,on the basis of calculating the trip benefit value of three groups,considering the benefit compensation for the vulnerable groups,the benefit compensation factor is introduced,and Wilson entropy model is established to measure the equalization level.The fifth step is to analyze the obstacle degree of indicators and find out the important indicators that restrict the level of equalization.This paper concludes that:(1)Beijing’s public transport services are at a relatively equal level in terms of group equalization,but there is still some room for improvement;(2)Beijing’s ordinary groups,economic vulnerable groups and physiological vulnerable groups have unequal problems in public transport services,and the economic vulnerable groups have the highest travel benefits because they get more travel subsidies The group travel benefit is in the middle,and the physiological vulnerable group travel benefit is the lowest;(3)for the physiological vulnerable group,wheelchair fixing device,pedal device for wheelchair up and down,barrier free environment construction and otherbarrier free facilities need to be further improved,so as to improve its travel benefit and promote the level of equalization of public transport services. |
