| The assessment of civil servants is an important basic task in the management of civil servants,and it is also an important means to build a high-quality professional civil servant team.General Secretary Xi Jinping pointed out in the report of the 19 th National Congress of the Communist Party of China that it is necessary to improve the cadre assessment and evaluation mechanism and build a highly qualified professional cadre team.Fuzhou is the place where General Secretary Xi Jinping has worked.Starting from “Run Now”,Fuzhou has conducted a series of practical explorations on the performance evaluation of civil servants with the core of improving the performance of civil servants.It is of great significance to further strengthen the research on civil servant performance appraisal topics,to play the role of appraisal "command baton",to stimulate the enthusiasm of civil servant officers to start businesses,to improve the overall quality of civil servants,and to promote government performance management.This article is based on the evaluation practice of civil servants in Fuzhou City and is based on the relevant theories of performance management.Carry out research on how the civil servants conduct performance evaluations whose performance is the focus of evaluation.Through the use of questionnaires,literature analysis,comparative analysis and other methods to study the status of performance evaluation of civil servants in Fuzhou municipal government units,especially the frontline assessment cadre mechanism carried out in recent years,to explore the existing deficiencies in the performance evaluation of civil servants and the causes.Taking the Fuzhou Municipal Natural Resources and Planning Bureau as a case study of civil servant performance evaluation optimization practice,we explored and adopted targeted improvement measures to improve the accuracy,scientificity and rationality of the performance evaluation of civil servants in municipalities.On this basis,it discusses and proposes to further improve the performance appraisal of civil servants directly under the Fuzhoumunicipal government units,and puts forward countermeasures and suggestions.Based on the practical needs of improving the performance of civil servants,the article focuses on the performance appraisal part of the civil servant assessment,studies and proposes measures to improve the performance of civil servants,and has certain practical significance for improving the management of civil servants. |
