Boutros Boutros-Ghali is the first UN Secretary-General after the cold war finished. The end of the cold war makes the peacekeeping operations in the period of Boutros-Ghali as the UN Secretary-General facing new situation and tasks. As the commander of the peacekeeping operations, Secretary-General Ghali made great contribution to the development of the second generation of United Nations peacekeeping operations. Ghali's peacekeeping concepts and initiatives have a huge effect in stimulating the development of the second generation peacekeeping operations.Ghali's opinion about the reform of the second generation of United Nations peacekeeping operations is embodied in his "Agenda for Peace" and its supplement. These two documents lay the guiding ideology which second generation of United Nations peacekeeping operations based on. Meanwhile, Ghali showed significant "radical" stance on the concept of peacekeeping operations, leading to the second-generation peacekeeping operations facing many challenges in practice.This paper will talking about Ghali's influence on the development of the second generation of peacekeeping operations through the researching on the relationship between Secretary-General Ghali and the second generation of United Nations peacekeeping operations, and will also point out the problems in its practices and the revelation given by the peace-keeping operations in the period of Boutros-Ghali as the UN Secretary-General.
