| The reform of the legal official quota system is an important part of the new round of judicial reform.It aims to concentrate outstanding legal talents on the front line of trials,thereby improving judicial justice and authority,and allowing the people to feel fairness and justice in every judicial case.Under the unified deployment of the Supreme People’s Court,local courts have comprehensively implemented the reform of the quota system for legal officials from the pilot to the current stage.Some of the reforms have achieved initial results.However,because the reform of the quota system for legal officials involves all aspects,the so-called "Starting to move the whole body." In just a few years of reform,it is impossible to achieve perfection.It is self-evident that we encountered difficulties during the reform process.Based on the basic people’s court of Y city,this paper uses interviews and surveys to comprehensively understand and sort out the implementation of the reform of the quota system of law officials at the current stage.First of all,statistics are made on the establishment of the people’s courts,the judicial staffing of each court,and the percentage of judges.Secondly,interview the personnel responsible for judicial reform and the judges of various tribunals,to comprehensively understand the results achieved since the implementation of the reform of the quota system for legal officials,and the difficulties they face in the reform process.Finally,based on the implementation of the staffing system of the People’s Court,combined with the implementation of the national legal officer quota system,make a scientific evaluation of the reform of the sample court legal officer quota system,and continue to apply and promote the effective measures taken during the implementation of the legal officer quota reform process.Put forward powerful solutions to the dilemmas encountered during the implementation of the legal officer’s quota reform.This article understands the implementation of the reform of the staffing system of the grassroots people’s courts in Y City,and then leads to an understanding of the specific implementation of the legal staffing system in China.Aiming at the common problems encountered in the reform of the staffing system of the court,this paper proposes perfect and feasible measures to realize the judge Objectives of the post reform. |
