Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at its core has push firmly forward comprehensive and strict administration of the party.The political life within the party has shown a new atmosphere and won the hearts of the people and party.Below new historical requirement,the party faces “The Four-Way Test” and “Four dangers”.In the face of the new situation,new challenges and new normal,state-owned enterprises play an irreplaceable role as the economic foundation of the important governance of the party and the foundation of the socialist system.It is an important and urgent task to how to adhere to the leadership of the party and strengthen the construction of the party in deepening the reform and development of state-owned enterprises,give full play to the political core role of the party organization,and ensure the effective implementation of the main responsibility of comprehensive and strict administration of the party in the state-owned enterprises.On the basis of the definition of the concept of the main responsibilities of the party committees of the state-owned enterprises,this paper accurately grasps its basic connotation,understands the key tasks of implementation of the main responsibilities of comprehensive and strict administration of the party committees of state-owned enterprises,and analyzes the proposed motivation and significance of the main responsibilities of the party committees of state-owned enterprises.By visiting Beijing,Shanghai,Guangdong,Jilin,Guangxi and other regions,to further learn the information about the implements of the main responsibilities of comprehensive and strict administration of the party committees of state-owned enterprises in the automotive,steel,construction,service,public infrastructure and other industries with the use of the form of interviews.Although the state-owned enterprises in different regions,industries and scales face with different situations and problems during the implementation of the main responsibility of comprehensive and strict administration of the party committees of state-owned enterprises,and should avoid a-sided approach,we can find that some party committees of state-owned enterprises have some common problems in the implementation of the main responsibilities of comprehensive and strict administration through overall analysis.The research and analysis of common problems can be used for reference to state-owned enterprises with similar problems.The study found that the party committees of the state-owned enterprises under investigation have achieved good results in political construction,ideological construction,organizational construction,style construction,discipline construction,system construction,construction of a clean and honest administration of working style of the Party and anti-corruption.However,there are still certain deficiencies,such as insufficient integration of political construction and reform and development,the insufficient foundation of ideological construction,the situation of discipline construction is still not optimistic,and the quality of system construction is not high enough.The main reason is that the positions of the political construction of the party committees of state-owned enterprises are not high enough,the foundation of ideological construction is not firm enough,the disciplinary supervision work lacks long-term mechanism,and the promotion of the system construction is insufficient.In view of the above problems,the party committee of the state-owned enterprises needs to take certain measures.First,we need to take multiple measures at the same time to improve the political position and promote the high-quality development of the state-owned enterprises under the leadership of political construction.Second,we need to strengthen the spirit of self-revolution to lay a solid foundation for promoting the ideological construction.Third,we should conduct overall supervision and place more important on discipline construction.Fourth,we should take root in reality and further improve the quality of system construction.Only in this way can we really promote the implementation of the main responsibilities of comprehensive and strict administration of the party committees of state-owned enterprises and make state-owned enterprises clean and upright.
