Research On The Performance Of Grid Emergency Disposal Of Cross-regional Emergency Events

In 2004,the Ministry of National Construction put forward the concept of "innovative urban management mode" which is humanized,refined,informationized and grid.With the continuous pilot of grid management mode in Dong Cheng District of Beijing,the new mode of urban grid management was formally included in the national "Tenth Five-Year Plan" of science and technology tackling plan in February 2005.With the grid management achieving good results in the pilot in China and the results of inspection,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China made the grid mode gradually become the basic mode of social governance in China,and grid management mode began to be applied throughout the country in 2013.At the same time,in recent years,there have been frequent emergencies in the field of transportation,urban public health and public safety.Many emergencies involve cross-regional,cross-sectoral,and even cross-provincial and municipal emergency coordination.In the original cross-regional emergency management,there are often some emergency management problems,such as difficult coordination of command and coordination,poor separation and linkage of departments,and untimely allocation of emergency resources.With the report of the Eighteenth National Congress of the Communist Party of China put forward the requirement of speeding up the combination of source management,dynamic management and emergency disposal,and the application of grid management in the field of urban management has gradually achieved comparatively perfect results in the framework system and operation process of urban grid management.Combining grid management with emergency management and applying it to emergency linkage mechanism to solve the problems of multi-party coordination and resource sharing of cross-regional emergencies has become an important link to improve and develop the inter-regional emergency linkage mechanism.On the basis of literature review at home and abroad,combined with the characteristics of grid management mode and emergency linkage in China,this paper first understands intentions,formulates goals according to intentions,and then constructs strategies and options through investigation and analysis,which fully coordinates a seriesof screening processes of conceiving physical,rational and human relations.Next,this paper systematically analyses the disposal system and process of grid-based emergency response of cross-regional emergencies,and constructs a comprehensive,complete,systematic and scientific performance evaluation index system as far as possible.In the specific research,taking Yong Zhou Emergency Linkage Command Center in Hunan Province as an example,this paper carries out a questionnaire survey on the staff of the relevant linkages Department stationed in Yong Zhou Emergency Linkage Command Center and the Government Service Hall.Combining with the weight single ranking of group decision analytic hierarchy process,this paper uses a multi-layer neural network model based on BP neural network with error back propagation iteration to evaluate and analyze the performance level of grid-based emergency linkage processing in China's cross-regional emergencies,as well as the main reasons for the lack of basic support capability,supervision feedback capability and linkage response capability.The main reasons are the insufficient investment in the construction of emergency resources reserve and the lack of management,the lag and incompleteness of the emergency linkage legal system,the imperfect grid linkage emergency linkage mechanism,the weak coordination of the emergency linkage team,and the lack of specialization.And data docking and standardization integration are difficult.Based on the reason analysis,it is necessary to strengthen the rational construction investment of the emergency resource pool and the management of the emergency resource reserve,establish and improve the grid-based emergency linkage legal system,continuously improve the grid-based emergency linkage mechanism,and improve the linkage awareness and professional level of the emergency response team.At the same time,it is necessary to promote the docking and standardization integration of the system platform,so as to enhance the government gridded emergency linkage processing capability of cross-domain emergencies,improve the cross-domain emergency event gridded emergency linkage system,and realize the systematization,legalization and normalization of emergency linkage handling of cross-border emergencies in China.
