| The development of society has significantly changed the way people live.Under the influence of economic prosperity and spiritual emptiness,the breeding of pet dogs has become increasingly popular.With the increase in the number of pet dogs in the city,the problems caused by them have gradually become more prominent,and dog problems have evolved into social problems that require public management intervention.At present,there are no unified national dog management policies and regulations.In order to regulate dog management,some cities have successively introduced local dog management rules and regulations.Qinhuangdao has also issued related policies and implemented them.Dog management is related to the vital interests of citizens and the construction of urban civilization,and reflects the level of urban governance.Therefore,an in-depth analysis of the dog management policy in Qinhuangdao City and the exploration of optimization approaches are highly realistic and necessary.The thesis explores dog management of Qinhuangdao from the perspective of public policy analysis.This article uses the questionnaire survey method and interview method to investigate the citizens and dog managers,learned about the current status of the implementation of the dog management policy in Qinhuangdao City,as well as the citizens’ evaluation and recognition of the policy.There have been problems in policy subjects,policy content,policy implementation,and policy effectiveness since.Based on social regulation theory,policy process theory and collaborative governance theory,this paper analyzes the existing problems of dog management policies,and further reveals the underlying reasons that restrict the effectiveness of management.This study believes that the root cause of Qinhuangdao ’s dog management policy problems lies in: First,the overall design is inadequate,the lack of service concept of policies affects the public’s recognition,and it is presented in the form of local government regulations,the low level of law causes limitations in law enforcement.Second,the management model of collaborative governance has not been formed,and the management coverage and efficiency of a single subject are not ideal.Third,policy resources are insufficient,the lack of personnel,funds and supporting facilities hindered the implementation of policies.The fourth is that the policy publicity and education are not in place,which affects the policy awareness and recognition.Fifth,policy supervision is weak,which makes it difficult to effectively correct and supervise policy.Finally,this paper combined with the actual situation of Qinhuangdao City and put forward practical opinions and suggestions for improving the dog management policy in Qinhuangdao City,including optimizing the overall design,adopting a multi-agent collaborative governance model,optimizing policy resource allocation,strengthening propaganda and education and strengthening policy supervision. |
