Under the stress-type system,the central or higher-level government delegates tasks to local governments,and uses both quantitative and physical assessment methods to pass the pressure of work tasks layer by layer.The local government then assigns the tasks to the grass-roots public organizations,which are then specifically implemented by the corresponding functional departments,thereby forming a model for the grass-roots public organizations to complete multiple tasks simultaneously.Why in the context of multiple tasks,some tasks are actively promoted by policy executors to achieve them,while others are performed slowly and passively? This article takes the Quanzhou Forestry Public Security Bureau as a case study object,and conducts a comprehensive investigation and in-depth study of the policy implementation of the Quanzhou Forestry Public Security Bureau during the implementation of the two special tasks of "sweeping and eliminating evil" and the creation of "safe units".the study.In observation,this article summarizes the types of policy execution behavior into "active execution" type and "passive advancement" type according to the difficulty of the task,the willingness to execute the policy and the ability to execute the policy.By introducing the theory of attention-based view,the two behavior modes of "active execution" and "passive advancement" demonstrated in the two cases are analyzed and compared.Finally,the effect mechanism of attention on policy implementation behavior is summarized through analysis.Among them,the objectives and content of the policy,the internal and external contexts in which the policy executors are located,and the condition to which the organization allocates resources affect the attention of grassroots public organizations.At the end of the article,the writer make some suggestions for optimizing the policy implementation behavior of grass-roots public organizations under the two behavior modes are discussed.The "active execution" type of behavior needs to clearly formulate a strict assessment and accountability system,update thegovernance concept,reasonably mobilize the attention of external supervision to policies,and optimize the allocation of human resources.The implementation of the“passive promotion” policy needs to clearly set the task execution content and specific requirements,improve the benefit incentive system,properly play the role of the public and the media in supervising the task execution,and improve the resource allocation ability.
