With the continuous improvement of the country's governance capacity,the 19 th CPC National Congress re-emphasized the importance of building a service-oriented government,and the requirements for civil servants are also increasing.As the main executor of government policy,the working ability and attitude of our civil servants will profoundly affect the image and credibility of the government.However,for China's civil servants,there are widespread phenomena such as low wages,difficult work,and burnout.The reasons are mainly due to the lack of the construction and improvement of targeted,systematic and effective incentive mechanisms.Based on this situation,the study proposes the viewpoints and specific countermeasures to improve the current incentive mechanism for civil servants.The intention is to stimulate the work ethic of civil servants and improve their efficiency through the construction and improvement of a scientific and effective incentive mechanism,so as to promote policy implementation and the process of building civil servants incentive mechanism of socialism with Chinese characteristics.Based on the perspective of policy implementation,the research analyzes and studies the current situation and problems of the Chinese civil servant incentive mechanism.Through the literature analysis method,I learned about the existing results and latest progress of the research on the incentive mechanism of civil servants at home and abroad,organized and analyzed it,and provided a reference for the improvement and innovation of the incentive mechanism of Chinese civil servant.The system reform is taken as an example to carry out specific analysis,to explore the improvement of the civil servant incentive mechanism,and to draw conclusions based on the results of policies and systems;to analyze the civil servant incentive mechanism constructed by the United States,the United Kingdom,and Japan through a comparative research method,and to compare our civil servant incentive mechanism.By comparison,it can be concluded that the employment mechanism is relatively flexible,pay attention to the construction of the remuneration mechanism,and strengthen the experience of encouraging the legal system of civil servant.Through the PEST analysis method,the external strategic environment is evaluated in analyzing the environmental variables of the implementation of civil servants incentive policies.After reviewing the research on the civil servant incentive mechanism by scholars at home and abroad,the research uses the theory of policy identification,the hypothesis of human nature and the motivation theory to study the incentive mechanism of Chinese civil servants.Then proceeds from the actual situation,collects and organizes relevant policy documents and data,reflecting the problems and deficiencies in China's civil service management system urgently need to be improved.Performing a variable analysis on the effective implementation of civil servant incentive policies to find out why policy implementation affects civil servant incentive mechanisms.Through the comparative study of the Whole System of Employment in the Changsha High-tech Zone,the advanced thinking and management models of the United States,Britain,and Japan were used to improve the incentive mechanism of Chinese civil servants.Finally,puts forward actionable improvement countermeasures.From the perspective of incentives,we must uphold the concept of fairness and adhere to the core of people.From the perspective of incentive methods,we must adhere to both spiritual and material incentives.From the perspective of incentive mechanisms,we must continuously improve the promotion mechanism.and the assessment mechanism.Let civil servant incentive policies be put in place,play a substantial role,and strive to build and improve a more scientific and effective civil servant incentive mechanism.
