Institutions refer to social service organizations established by the government to engage in education,science and technology,culture,health and other activities using state-owned assets,it plays an important role in the development of China’s social economy.As the reform of the institution continues deeply,requirements for staff in institutions are also increasing,how to use the modern performance appraisal system to improve the enthusiasm of staff in institutions is a subject that has been widely concerned by the society.As the object of this study,the staff structure of the DC Centre is complex,the nature of the job is unique,therefore the performance appraisal system of DC Center has certain research significance.In addition,the DC Center has just reorganized during the reform of Heilongjiang institutions,there have been some changes in the leadership and personnel composition,a scientific and effective performance appraisal system is urgently needed to help it recover its work force as soon as possible.But the effect of the current performance appraisal system of DC center is weak,not very targeted,and is difficult to play their due role.Therefore,it is very necessary to optimize the performance appraisal system of DC center,especially the performance evaluation system of basic staff.Firstly,this study expounded the significance,purpose and current situation of the research in China and abroad,laying the groundwork for further research.Then through the data search,inquiry survey,questionnaire survey and other methods,have understood and studied the DC Center’s existing performance appraisal system,found the problem,and found out what caused the problem.Then the existing performance evaluation problems,use the Methods of Document Analysis,Comparative Analysis,etc..optimized design of the performance appraisal system of the grassroots personnel in DC Center,According to the different people and different work of DC Center,this research has carried on the targeted design in index setting,the evaluation of index and the application of results.and innovatively use the project as a unit to evaluate the performance of departments and individuals,make performance appraisal system more scientific and operational.After summarize and process,the research of this study can provide some technical and theoretical support for the optimization design of the performance appraisalsystem of other similar institutions,to help the reform of human resources management in our institutions. |
