| Since the city management system of relatively centralized administrative penalty power is carried out in the round,in improving the city management achieved remarkable results.However,in the implementation process,encountered some questions,such as the lack of procedural constraints,abuse of rights encourage corruption,appear because of public interest law enforcement has led to social public interests damage,damage the credibility of the government.Government performance management refers to the established public service performance targets for the standard,comprehensive tracking evaluation in public provision of public services and give overall and individual performance evaluation,improve work efficiency,mechanism of public satisfaction.In recent years,aiming at the problems existing in the urban management enforcement,part of China’s local government performance evaluation is gradually introduced into the urban management law enforcement departments,exploring how the performance appraisal system construction and promote urban management law enforcement efficiency and credibilityIn this paper,aiming at the present problems of city administration and law enforcement,the main work was as following:1.Introduced the study purpose,significance and present situation at home and abroad;2.Reviewed of modern performance appraisal methods(including the balanced scorecard,3E index method)and its application in the enterprise,and the organization difference of enterprise and government.Discussed the advantages and disadvantages when these methods were applied into government performance management.This provides a basis for the scientific creation of performance evaluation index system for city administration and law enforcement;3.On-the-spot surveyed the human resources and the present situation of performance management of Law enforcement in Wenzhouas a case study,which points out our country urban management law enforcement performance problems.With the present situation of performance evaluation of Wenzhou city management law enforcement,through the integrated use of several main performance appraisal method of thinking,studied and designed a ’grade-three two-kind’ index system of performance appraisal and some specific assessment form in Wenzhou City Administration and law enforcement.Part of the attempt and revision were done;4.The results of the study were summarized and analyzed,pointing out the limitations of this study and a more scientific and reasonable construction of lawenforcement in city management performance index system for advice,especially on the performance appraisal of the implementation mechanism,put forward by means of information and PDCA loop optimization. |
