Study On The Realization Path,the Influencing Factors And The Political Choices For The Healthy Growth Of Non-public Economic Individuals In Zhejiang Province

The implementation of the basic economic system with public ownership as the main body and multiple forms of ownership developing side by side is a major policy established by the communist party of China and an important part of the socialist system with Chinese characteristics.The report to the 19 th National Congress of the CPC pointed out that we should unswervingly encourage,support and guide the development of the non-public sector,build a new type of relationship between government and business that is "pro-public" and "clean",and promote the healthy development of the non-public sector and the healthy growth of its members.In recent years,the private economy of Zhejiang is booming and has become the golden card of economic and social development of Zhejiang.As the main force and core force to promote the development of private economy,non-public economy personages are crucial to the development of non-public economy.Therefore,this study will explore the realization path and influencing factors of the healthy growth of non-public sector personnel in Zhejiang,as well as summarize their successful experience,so as to provide policy options for promoting the development of the cultivation of non-public sector personnel.According to the scientific research paradigm,on the basis of referring to relevant literature and research results on the healthy growth of non-public economic personages,this study searched and recorded the growth experience of 108 outstanding non-public economic personages in Zhejiang,and summarized the realization path of the healthy growth of non-public economic personages in Zhejiang.What' more,based on literature reading,a questionnaire survey with high reliability and validity was designed,and factors influencing the healthy growth of non-public economic personnel in Zhejiang were explored and studied by factor analysis.Finally,combined with the analysis results,the paper puts forward the policy choice suggestions to promote the healthy growth of the non-public sector.The main contents are summarized as follows:(1)The realization path of healthy growth of non-public economic personnel inZhejiang is summarized.It is found that there are four ways to realize the career growth of non-public economic personage in Zhejiang: first,family inheritance;Second,start their own business after a period of work(about 170 months);Thirdly,they enter the enterprise by the way of enterprise recruitment,and continuously develop from the grass-roots staff to the senior management through personal efforts,which lasts about 154,5 months on average.Fourth,senior managers of other companies are directly employed as senior managers of the company,and the working period before entry is about 144.7 months.There are two ways of political growth:one is to hold the social position of a certain administrative division for a long time,such as being a representative of municipal people's congress or a member of CPPCC for several consecutive terms;The second is the realization path from county level to city level,provincial level and even national level.In addition,the political development of the general non-public economy tends to lag behind the career development,that is,the entrepreneurs will start to participate in the political discussion and administration after they have made some achievements.(2)Research on the influencing factors for the healthy growth of non-public economic personnel in Zhejiang.Through the factor analysis of the effective recovery questionnaire,seven factors affecting the healthy growth of non-public economic personnel in Zhejiang are concluded: achievement demand,self-efficacy,personal ability,market order,political environment,enterprise mechanism and public opinion.(3)Policy choices for the healthy growth of non-public economic personnel in Zhejiang.Based on the research and analysis results and the actual growth status of the non-public economic personages,the paper puts forward some suggestions on policy choice.First,strengthen education and training to improve individual ability and quality;Second,maintain market order and create a good market environment;Third,standardize the behavior of government and business,and build a pro-public and clean relationship between government and business;Fourth,strengthen the public opinion guidance propaganda,improve the group social identity;Fifth,improve the restraint and incentive mechanism,strengthen the group responsibility consciousness;Sixth,deepen the incentive mechanism for entrepreneurship andoptimize the environment for entrepreneurship and innovation;Seventh,broaden the channels of political participation and enhance the group's ability to discuss politics.
