Research On The Problem Of Community Grid Management In Lishan District Of Anshan

Reform and opening policy make that China's economy has sustained rapid growth,the comprehensive national strength has been greatly improved,and the people's life has been generally improved.However,we also see the amount of various social problems,social contradictions and social conflicts are significantly increasing,which brings great challenges to social stability.Therefore,the party and the state pay more attention to the development of social management and social construction,and grid is the important practical experience of improving the grass-roots social governance.Since the end of 2003,the Dongcheng district of Beijing combined with the actual situation of the city,put forward the concept of grid city management.The Ministry of construction actively guides the innovation of the social grass-roots service management mode,combined with the actual situation of urban development,and summarizing the successful experience of Zhejiang Zhoushan,Changsha Yuelu and other cities promoted the pilot projects throughout the country.Lishandistrict is located in the north of Anshan city,and it's one of the central cities of Anshan.Its implementation of social governance,urban management,"three-in-one" grid management,building a common construction and sharing of urban management pattern,improve the scientific and legal level of urban management,achieved a certain effect.At the same time,there are some running deviations.Based on the field survey method,literature research method,comparative study method,taking Lishan district as the study area,the paper studies the status and causes of community grid management in Lishan district,Anshan city,from the aspects of community grid management,operation deviation and cause analysis.Through the experience analysis of the pilot cities' community grid management,the paper obtains the thinking and enlightenentto the study area.It is proposed to cultivate more resources to participate in the grass-roots"multi-governance",introduce the innovative mechanism to add grid vitality,perfect performance appraisal to improve the grid management and make the grid management play a more prominent role in the social governance under the new era.Expect to play a certain role in the grid management of other cities especiallythe regions in the same leval.Through the theoretical research and empirical analysis in the study,the following conclusions are drawn:the community grid management mode should be continuously improved in the development,and follow the concept of gradual,effective,local conditions,coordination and so on.The community grid management should makesome direction and plan,fully play the role of the government guidance,and mobilize the community forces to actively promote the community grid management mode developed.
