In the governance structure of the vast rural areas in China,the villagers’ committee has always played an important role since it came into being,and it is the core force to implement the villagers’ autonomy system.Since the promulgation of the organic law of the villagers’ committee of the people’s Republic of China(Trial Implementation)in the 1980s,the governance mode of the villagers’ autonomy in the vast rural pastoral areas has been affirmed and solidified at the legal level.In 1998,the National People’s Congress promulgated the law of the people’s Republic of China on the autonomy of villagers’ committees,which regulates and refines the composition,functions and democratic supervision of villagers’ committees in the process of villagers’autonomy.The villagers’ committee hereinafter referred to as the village committee is a grass-roots mass self-government organization of self-management,self-education and self-service of villagers.As the most important village self-government organization,the village committee plays an important role in promoting the healthy development of rural economy and society,promoting the construction of democratic politics and promoting the harmony and stability of rural areas.In recent years,the central government has issued various policies to develop rural areas,improve the living standards of farmers and accelerate agricultural development.After decades of exploration,the villagers’ self-government system effectively promotes the prosperity,harmony and stability of rural areas,and the achievements are also amazing,which plays an important role in the rapid development of China’s socialist market economy.Chinese experts and scholars are committed to the deep research of relevant issues,and put forward constructive suggestions in the system design.However,the villager autonomy system belongs to the grass-roots social governance model with Chinese characteristics,and the implementation of autonomy is full of Chinese flavor,but there are still many shortcomings that are revealed.In particular,the villagers committee is directly elected by the villagers.There are many problems in the scope and effect of the functions of the villagers committee.As the most important organization at the grass-roots level in rural China,village committee is the key organization to solve rural problems.The rapid development of rural areas can not be separated from the function play and management of village committee.However,there are many difficulties in the process of changing and exercising its functions.If we want to solve the problem of rural development,we need to solve the problem of the function of the village committee.Based on the actual situation,taking s Gacha of Horqin Right Wing Middle Banner as an example,this paper conducts field investigation and studies the function of village committee by questionnaire,literature research,qualitative analysis and interdisciplinary research.Horqin Right Wing Middle Banner is located in Xingan League,Inner Mongolia,and the south foot of Daxinganling,the north end of Horqin sandy land.It is the southernmost banner of Xingan League with a total land area of 15613 square kilometers,including 4.52 million mu of arable land,13 million mu of pasture land and 4.13 million mu of forest land.It has jurisdiction over 12 Sumu towns,173 Gacha towns,464 Airi towns,with a total population of 口Mongolians account for 86.8%of the total population,and it is the ethnic minority inhabited flag with the highest proportion of 口 Mongolians in Inner Mongolia Autonomous Region.S Gacha is located in the northwest of the right wing Middle Banner of Horqin,with a total area of 44900 mu,412 households and a total population of 1402.S Gacha is a semi-agricultural and semi pastoral area.1 secretary of the Party branch of s Gacha,no deputy secretary,1 Director of the village committee.42 members in total.The origin of villager committee is the design of villager autonomy system.After the dissolution of people’s commune,villager autonomy system plays a role of self-service.The villagers’ committee is an organization formed spontaneously by the villagers and a reasonable choice of social governance at the grass-roots level under the leadership of the party.The political nature of the villagers’ committee is prominent and has rich instrumentality.In the process of further development and consolidation,the villagers’ committee membersIt will gradually develop into a contact point for farmers to realize democracy and state power.This paper discusses the process of the emergence and development of the villagers’ committee in detail.The role orientation includes the autonomy of the farmers and the power of the state from the beginning of the design.The function of the villagers’ committee should not only reflect the purpose of the top-level design,but also fully consider the real ideas of the villagers.so that the
