Study On The Obstacles Villager Committee Encounter And Measures

Villager committee is an autonomous grass-roots organization of self-management self-education, and self-service. As the most important autonomous organization of rural grassroots, the villager committee performs important functions such as economical function, political function, cultural function, social function, ecological function. The implementation of the functions plays significant part in promoting the healthful development of rural economy and society, accelerating the construction of rural democracy and propelling the harmony and stability of rural areas. However, the villagers committee always encounters many obstacles such as the imperfect legislation, the intervention the local grassroots government and branch of the Party committee and the low quality of the autonomous subject. The obstacles caused by institutional factors, non-institutional factors and human factors. This thesis begins with the analysis of the nature and functions villager committee. The obstructions which villager committee encounters are systematically and thoroughly discussed in the way of questionnaire, document study qualitative analysis and interdisciplinary research. Finally, the paper puts forward some proposals and measures at four aspects including legislation, administration, the relationship between villager committee and branch of Party committee and villager self-government subject in order to offer open thinking and reference for future practice and theoretical research of the sound and effective implementation of autonomous functions.
