| With the progress of the society and the development of the economy,the Z County natural resources bureau in A City of Guangdong Province has undertaken more new work functions in the original public service.The natural resources bureau of Z County has employed extra-staff to supplement the current situation of insufficient staff.How to improve and standardize the management of extra-staff has remained to be solvedbecome an urgent problem in the personnel management of agency.In this paper,A city Z county of guangdong province bureau of natural resources extra-staff management as the research target.First of all,from theory and practice,we discusses the significance level of the research significance of administrative authority institution extra-staff management,through the study of experts at home and abroad on the status of the management side,observes,simply introduces the research Z county bureau of natural resources management side.Secondly,introduces the concepts and contents related to the management of extra-staff.Under the guidance of establishment management,human resource management in public sector and incentive theory,use the theory to guide the work of extra-staff management in Z county natural resources bureau.Furthermore,through the analysis of the advantages and disadvantages of employing extra-staff in our country,we understand the significance of the existence of extra-staff in our administrative organs and institutions.Through the side of the extra-staff management situation investigation,using the methods of literature research,interview method,combines the actual conditions of the extra-staff management,analysis and study of the natural resources in A city Z county bureau of extra-staff management work to appear some problems,mainly from the Z county bureau of natural resources extra-staff growth too fast,the number of units increased fiscal spending,employers do not pay enough attention to extra-staff,work enthusiasm is not high,analyzes reasons for the existing problems.Finally,In view of the problems existing in the natural resources bureau of Z county,we put forward countermeasures and suggestions for improving the management from the perspective of system,administrative organs,and extra-staff.Our organs in the country and the local have not formed a unified management system for the extra-staff of administrative,and improving the management of extra-staff of administrative organs and institutions is an important part of it. |
