Research On The Transformation Of Township Government Functions In The Process Of Urbanization

The township government is a unique link between“ the countries and the farmers”.It is an important executor of national laws and policies to the “last mile” and an important provider of grassroots public services.It plays a central role in governance.The reasonable and effective functioning of the township government is an important guarantee for the sustained and healthy development of the township economy and the maintenance of social harmony and stability.At present,China is in the decisive stage of building a moderately prosperous society in an all-round way.The Eighteenth National Congress of the Communist Party of China put forward "improving the quality of urbanization and coordinating the development of urban and rural areas" as one of the criteria for measuring the construction of a well-off society in an all-round way.A more prominent strategic position.New-type urbanization has brought about huge changes in the governance environment of my country's township governments,and has put forward new requirements for the functions of township governments.Therefore,the township government must change its functions.Facing the critical moment of rural social transformation and development,the township government should redefine its function.It is a problem that the township government must face in order to give full play to the functions of the township government and alleviate the financial crisis in order to better promote urbanization.This paper uses service-oriented government theory and governance theory as the theoretical basis,and combs some representative views on the transformation of township government functions through domestic and foreign literature research.It summarizes some of the explorations carried out by the Z town government in recent years,and has achieved some results: the rural landscape has improved to a certain extent,urbanization has been continuously improved,economic development has continued to advance,and infrastructure has been increasingly improved.However,there are still some outstanding problems.The town government has weak governance capabilities and low administrative efficiency;the lack of service concepts and the lag of public service supply;the unclear division of responsibilities and the inadequate performance of functions.Based on this,reasonable suggestions are put forward to promote the transformation of the government functions of Z Town: perfect the system and mechanism,strengthen the function of social governance;strengthen the financial construction,improve the level of public service supply;rationalize government relations,rationally define government functions,etc.This article takes the urbanization process as the background and provides theoretical and practical reference significance for the transformation of the functions of township governments in similar areas by studying the problems of the transformation of the functions of township governments in Z regions.It is of great significance for further promoting urbanization and service-oriented township government construction.
