Since the ancient times China is an agricultural country which has the large peasants of the majority of the total population. Agricultural production is a dominical part in our country. The township government is at the lowest level of China’s administrative system. It directly serves the rural areas and rural people, so it regarded as the bridge and bond between the Communist Party and farmers as well as the basis of the whole country. Therefore, the township government plays a significant role in the political and cultural life of the rural areas, functioning as an accelerator to improve the life quality of farmers and the social stability in rural areas. The enforcement and efficiency of the township government functions is a key element which is not only related to rural economic and social sustainable development, but also to the whole society stability and development. Along with the development of urbanization, the performing of township governments’economic conditions and social background occur great change, changes in the functions of township government has become the need of era. During this period, the rural urbanization is the new perspective on the problems of the transformation of township government functions, which need comprehensive and interdisciplinary research, is very necessary. This is an important exploration of promoting the optimization and reorganization of population and resources from urban and rural. And the exploration helps us from the perspective of a new interpretation of the township government functions and expands the new thoughts in the transformation of township government functions from the perspective of Chinese urbanization. In this paper, we regard the process of the rural urbanization as a new research perspective, using literature research method, interview method, investigation method, case analysis method and comparative research method puts forward new ideas on existing problems and the corresponding countermeasures to the transformation of the township government functions.
