Research On The Positive And Negative Effects Of Village Cadre Professionalism Phenomenon

Rural governance is the foundation of national governance.Promoting the modernization of national governance requires the promotion and realization of modernizing rural grass-roots governance.In the process deepening the resources and policies of the state and the government into the countryside,there occur the phenomena of the administrativeization of village-level governance and the professionalization of village cadres.The professionalization of village cadres is a phenomenon that appears in rural governance and rural social transformation,and develops and changes constantly.This paper does not judge the value of village cadres’ professionalization itself,but takes it as a phenomenon that appears and exists in the process of governance transformation.In combination with the practice of G Street in Laiwu District in recent years,this paper discusses the background of village cadres’ professionalization and analyzes the positive and negative effects of village cadres’ professionalization,and puts forward the future development blueprint of the modernization of village governance and the professionalization of village cadres.Specifically,starting from the analysis of the concept of rural governance and villagers’ autonomy,the connotation of grass-roots democratic autonomy and legal provisions,the connotation of village cadres and village cadres’ professionalization,and the internal correlation of rural governance and village cadres’ professionalization,the paper analyzes the background of village cadres’ professionalization in such aspects as the rural society transformation and governance transformation,the strengthening of rural governance administrativeization trend,and the change of rural governance resource allocation;the paper also analyzes the positive effects of the village cadres’ professionalization in such aspects as the improvement of the structure and ability of the village cadres and the implementation of the improvement of the working efficiency of the grass-roots government.Then,the paper analyzes the negative effects of the village cadres’ professionalization in such aspects as the village cadres from the aspects of the juridical conflict and identity dilemma of the "dual"roles of the village cadres,the increase of the financial pressure of the grass-roots government,the imbalance of the allocation of the village-level public resources,and the weakening of the publicity of the village governance.Based on the above analysis,focusing on the modernization of rural governance,the paper discusses the future development of village cadres’ professionalization in detail.In addition,the paper proposes that we should improve relevant laws and regulations,establish the list of powers and responsibilities and divide the boundaries of administrative autonomy to deal with the "dual role" conflict,respect the status of farmers as the main body and play the effectiveness of villagers’ autonomy,improve the mechanism of village cadres’ designation,supervision and assessment,and improve modern governance consciousness and ability of the "two committee" village cadres,designate full-time working team,play the role of social organizations and cultivate multiple subjects,and build a cohabitation pattern,etc.In that case,we can effectively avoid the negative effects of village cadres’ professionalization while taking full advantage of the positive effects of village cadres’ professionalization,thereby enabling village cadres to play a better role and improve the rural governance.
